PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY कार्ममक, लोक जिकायत और पेंिन मतं्रालय (कार्ममक और प्रजिक्षण जिभाग) अजधसचूना नई ददल्ली, 5 जनिरी, 2021 सा.का.जन. 6(अ).—कें द्रीय सरकार, लोकपाल और लोकायुक् त अजधजनयम, 2013 (2014 का 1) की धारा 59 के साथ पठित धारा 10 की उपधारा (3) द्वारा प्रदत्त िजियों के अनुसरण में लोकपाल में बहुकाययकमयचारीिृन्द के पद पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथायत:्-
1. सजंक्षप् त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप् त नाम लोकपाल (बहुकाययकमयचारीिृन्द, समूह ’ग’ पद) भती जनयम, 2021 ह ै।
(2) ये राजपत्र में उनके प्रकािन की तारीख को प्रिृत् त होंगे।
2. पद-संख्या, िगीकरण, ितेन मठैरक्स में स्ट्तर.— पद की संख्या, उनका िगीकरण और उनका िेतन मैठरक्स में स्ट्तर िे होंगे जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्ददष्ट हैं।
3. भती की पद्धजत, आय-ुसीमा, अहयताएं आदद.— भती की पद्धजत, आय-ुसीमा, अहयताएं और उससे संबंजधत अन्य बातें िे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्ददष्ट हैं।
4. जनरहयता.— िह व्यजि,– (क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजित ह,ै जििाह दकया है; या जििाह की संजिदा की ह;ै या (ख) जजसने अपने पजत या अपनी पत्नी के जीजित रहत ेहुये दकसी व्यजि से जििाह दकया है, या जििाह की संजिदा की ह,ै स.ं 5] नई ददल्ली, मगंलिार, जनिरी 5, 2021/पौष 15, 1942 No. 5] NEW DELHI, TUESDAY, JANUARY 5, 2021/ PAUSHA 15, 1942 सी.जी.-डी.एल.-अ.-06012021-224212 CG-DL-E-06012021-224212 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] उि पद पर जनयुजि का पात्र नहीं होगा:
परन्त ुयदद कें द्रीय सरकार का यह समाधान हो जाता ह ैदक ऐसा जििाह उस व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनजु्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार हैं तो िह दकसी व्यजि को इस जनयम के प्रितयन से छूट दे सकेगी।
5. जिजथल करन ेकी िजि.— जहां कें द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए जो कारण हैं, उन्हें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिगय के व्यजियों के बाबत, आदेि द्वारा जिजथल कर सकेगी।
6. व्यािजृत्त- इन जनयमों की कोई बात, ऐसे आरक्षणों, आय-ुसीमा में छूट और अन्य ठरयायतों पर प्रभाि नहीं डालगेी, जजनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछड़े िगो, भूतपूिय सैजनकों और अन्य जििषे प्रिगय के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसुचूी पद का नाम पद की संख्या िगीकरण ितेन मठैरक्स में स्ट्तर चयन पद है या अचयन पद सीध ेभती दकए जान े िाल ेव्यजियों के जलए आय-ुसीमा सीध ेभती दकए जान ेिाल े व्यजियों के जलए अपजेक्षत िजैक्षक और अन्य अहयताएं
(1) (2) (3) (4) (5) (6) (7) बहुकायय कमयचारीिृन्द 112*(2021) * काययभार के आधार पर पठरितयन दकया जा सकता ह।ै साधारण कें द्रीय सेिा, समूह ‘ग’, अराजपजत्रत, अननुसजचिीय। िेतन मैठरक्स में स्ट्तर- 1 (18000- 56900 रु.)
लागू नहीं होता 18 और 27 िषय के बीच। कें द्रीय सरकार द्वारा जारी दकए गए अनुदिेों या आदिेों के अनुसार सरकारी सेिकों के जलए 40 िषय तक जिजथल की जा सकती ह।ै ठटप्पण: -आयु-सीमा अिधाठरत करने के जलए जनणाययक तारीख िह होगी जो लोकपाल द्वारा जिज्ञाजपत की जाए। दकसी मान्यताप्राप्त बोडय से मैठरकुलेिन सीध ेभती दकए जान ेिाले व्यजियों के जलए अपजेक्षत िजैक्षक और अन्य अहयताएं सीध ेभती दकए जान ेिाले व्यजियों के जलए जिजहत आय ुऔर िजैक्षक अहयताएं प्रोन्नत व्यजियों की दिा में लाग ूहोंगी पठरिीक्षा की अिजध, यदद कोई हो। भती की पद्धजत: भती सीध ेहोगी या प्रोन्नजत द्वारा या प्रजतजनयजुि/आमलेन द्वारा तथा जिजभन्न पद्धजतयों द्वारा भरी जान ेिाली ठरजियों की प्रजतितता

(11) (12) (13) प्रोन्नजत /प्रजतजनयजुि / आमलेन द्वारा भती की दिा में िे श्रणेीया ंजजनस ेप्रोन्नजत/ प्रजतजनयजुि या आमलेन दकया जाएगा यदद जिभागीय प्रोन्नजत सजमजत है, तो उसकी सरंचना भती करन ेमें दकन पठरजस्ट्थजतयो में सघं लोक सिेा आयोग स ेपरामिय दकया जाएगा प्रजतजनयजुि / आमलेन : कें द्रीय सरकार या न्याजयक या अधय न्याजयक जनकायों के ऐसे अजधकारी:- (क) जो मूल काडर या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकये हुए हैं;
और (ख) जजनके पास स्ट्तंभ (7) के अधीन सीधी भती दकए जाने िाले व्यजियों के जलए जिजहत अहयताएं हैं । ठटप्पण 1 : प्रजतजनयजुि की अिजध, जजसके अंतगयत केन्द्रीय सरकार के उसी या दकसी अन्य संगिन या जिभाग में इस जनयुजि से िीक पहले धाठरत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अिजध है साधारणतया तीन िषय से अजधक नहीं होगी। ठटप्पण 2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िषय से अजधक नहीं होगी। समूह ‘ग’ जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करने के जलए ) जजसमें जनम्नजलजखत होंगे:-
1. जनदिेक/उप सजचि, लोकपाल - अध्यक्ष;
2. अिर सजचि, लोकपाल - सदस्ट्य;
3. अनुभाग अजधकारी, लोकपाल - सदस्ट्य । लाग ूनहीं होता [फा. सं. 407/22/2019-एिीडी-IV(एलपी)] रजश्म चौधरी, अपर सजचि MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (Department of Personnel and Training) NOTIFICATION New Delhi, the 5th January, 2021 G.S.R. 6(E) .—In pursuance of the powers conferred by sub-section (3) of section 10 read with section 59 of Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes following rules regulating the method of recruitment to the post of Multi Tasking Staff in the Lokpal, namely:-
1. Short title and commencement.—(1) These rules may be called the Lokpal (Multi Tasking Staff, Group ‘C’ posts) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of post, its classification, and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(b) possessing the qualifications prescribed for direct recruits under column (7).
Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.
Note 2: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of receipt of applications.

(12) (13) Group ‘C’ Departmental Confirmation Committee (for considering confirmation) consisting of:-
