17. Any carcass or meat ordered :0 be destroyed in accordance with provision of sub-rule (4) of rule 14 or 16 shall be so treated as to render its use for human food impossible.
18. No meat shall be sold on the premises of the slaughter house.
19.No person shall remove or cause to be removed from the premises of the slaughter house any carcass or meat except in clean receptable and covered in such manner as to be screeced from public view and adequately protected against files and dust.

20. No butcher or person shall remove from the slaughter house or place, any skin, entail, offals of the animal until they have been properly washed and cleaned.
21. The Inspector shall, by general or special order, direct the disposition of all skins, heads horns and feets ~f slaughtered animals and all carcass or meant found left if the slaughter house after the hour fIxed for closing the slaughter house.
22. (1) No perso~ suffering from leprosy. sores or any other skin f- ~disease_Qcany-.c-ontq.gio1JSor infectious disease shall enler Jh~ slaughter __ ___ house premises.
(2) No person, other than the Gram Panchayat staff on duty and - licensed butchers and their assistants or bonafide servants, shall enter the slaughter house premises during the process of slaughtering, skinning and cutting up of carcass.
(3) No person shall create any disturbance in the slaughter house premises.

24. As per directions of the State Govemment, issued from time to time. slaughter house shall remain closed, on that days specified in the order.
25. 1998. ;
2. Definition.-In these rules, unless the context otherwise requires,- ,
(a) "Act"means the Madhya Pradesh Panchayat Raj Adhiniyam, 1993 (No.1 of 1994);
(b)"Licence' means the licence granted by the Gram Panchayat for any purpose, under certain conditio _s;
(c) Section" means a Sectio . of the Madhya Pradesh Panchayat Raj Adhiniyam, 1993 (No.1 of 1994); ..
3. Regulation of ceI1;ain trades.-If it be shown to the satisfaction of the Gram Panchayat that any building of place used or intended by any person to be used.-
(i)for boiling or storing offal, blood, bone or rags;
(ii)for salting curing an.d storing fish;
, (iii)for storing hides,. horns and skins;
(iv)for the tanning:.
(v)for the manufacturing of the leather goods;
(vi)for dyeing;
(vii)for melting tallow or sulphur;
(viii)for washing or drying w601or hair;
(ix)as a brick, po~tery or lime kiln; .
(x)for soap making;
(xi)for oil boiling or extraction of oil; :'
(xii)as a distillery;
(xiii) for storing hay, straw, fooder, wood, coal o~ other- combustible material; .
(xiv) for a manufactory or place bfbusiness of any other kind from which offensive or wholesome $mell arise or wholesome smell may artse or which involves danger of fire; . ' -- (xv)--as-a--manufactory or--s~ufI;--gudaku, Naswar-powder, Bidi -and storage and grtndingof tobacco; " , "
(xvi)for the manufacture or s'ale of sweetmeats;
(xvii)as a factory, workshop or place of business in which animals are employed or intended to be employed for doing work or in which water steam or any mechanical power is used or intended to be used, is or is likely by reason of such sued of, and of it,s situation to become a nuisance to the neighbourhood or is so-used or is sq situated as to be likely to be dangerous to lif~ health or property, the 'Gram Panchayat, by written riotice, require to the owner or the oCC\lpie~.....,..;: _ ' . (a) at once to discontinue.the m~eoffit or at once to desert.from ' carrying out, or allqwing to be carri~d out, the intention so to . use such building or place, or . .
(b) to use it in such manner, or after such structurcil alteraUons as the Gram Panchayaf in such notice prescribe, so that it may not become or may no longe~,be offensive or dangerous; .
Explanation.-For the purpose .of this rule, offensive shali include . any pollution of the atmosphen~,where by a deposit of soot is. " .

4. Issue of Licence.- Person en~aged 'insuch trade as specified in rule 3 shall make aq application for grant of licence from the Gram .Panchcfyat.
After satisfaction of the Gram Panchayat that such trader shall comply with the Provisions of the rules, shall issue licence for such trade, the Gram Panchayat may charge, licence fee not exceeding Rs. 250 and notexceeding Rs. 50 for annual renewal of a licence.
5.'Fine.-(1) Whoever, after notice has been given under rule 3 uses any building or place or permits it to be used in such manner as to be offensive to the neighbourhood or dangerous to life, health or property, shall be punished with finewhich may extend to two hundred fiftyrupees and with further fine which may extend to five rupees for every day on which such~ use or permission of use continues ,after the date of first punishment.
(2) Upon punishment under sub-rule (1) Gram Panchayat or any ulTicerauthorised by it, shall order to close and thereupon appoint persons to take other steps to prevent such place being used for any purpose mentioned in rule 3. '
(3)Who~)Qeverwithout a licence, or during the suspension or after the withdrawal of licence, any place for any purpose mentioned in rule 3 in the Gram Panchayat area shall be punished with finewhich may extend to two hundred fifty rupees or further fine which may extend to five rupees for.

6. Provision of sanitary conveIiiences.-The owner, keeper or manag~r incharge of-offensive or-dangerous trade shall make .adequate.
provision for sanitary conveniences in all premises and houses used for such trades and maintain them in gooq condition.
, 7. Prohibition of use of steam whistles, etc.-(l) Noperson shall use or employ in any factory or any other place any whistle o.r trumpet operated by steam or by mechanical means for purpose of summoning or dismissing workmen or persons employed.except in accordance with the conditions of'a licence from the Gram Panchayat.(2) The Gram Panchayat ..
may grant such licence subject to such condition as it may ,deem fit and may at any time withdraw such'licence on givingone months notice to the .

Provided that where the licensee has contravened any of the conditions • the licence.may be withdrawn without any such notice.
(3)Whoever uses or employs any such whistl~ or trumpet as specifieq above without or in contravention ofany of the conditions or the withdrawl or such licence, shall be punishable which may extend to two hundred fifty,' rupees.
