The permanent holder of wet land which is commanded by a canal my apply to a canal officer to have his wet land Included In an irrigation agreement relating to the village, mahal or chak in wich such land Is situated, and, if his application is granted, he shall be entitled to the supply of water in accordance with the terms of such agreement, but with such deduction if any from the agreement rates as may be prescribed by rules made under this Act.
