"(2a) During the hearing of the appeal, if the first appeal officer finds that the service was not provided by the designated officer within the stipulated time limit despite the applicant havin-e fulfilled all the requirements or if in his opinion the application has been rejected without assignin-s sufficient reasons, he may make a l'eference to the second appellate aurtholity to impose a penalty on the designated officer under sub-section (l) of Section 7.".
