The Zonal Officer or the Commandant [or the Deputy Commandant] shall, subject to the orders of the Inspector-General direct and regulate all matters of arms, drill exercise discipline, mutual relations, distribution of duties, and all the matters of executive detail in the fulfilment of their duties by the officers of the Special Armed Force and members of the subordinate ranks under his charge.
