Section 15: Continuance of proceedings under certain circumstances

(1) In a case pending before the Tribunal 2[x x x] it may act notwithstanding the absence of the Chairman or any member or the existence of any vacancy in the office of the Chairman or any member.

(2) Where during the course of any proceeding, a change has taken place in the constitution of the Tribunal by reason of any vacancy having been filled or by any reason, it shall not be necessary to commence the proceedings afresh and the proceedings may be continued from the stage at which the change took place, and it shall be lawful for the Tribunal to act on evidence, affidavits and other material already placed before it prior to change in constitution as aforesaid.
