These rules shall come into force with effect from the date of its notification. Definitions and Interpretations "University means SUBIS or Sanchi University of Buddhist-Indic Studies. 3. Mess Management Committee

3.1 Structure: There shall be a Mess Management Committee which shall be constitute following members:

(a) Members I. Deputy Registrar/ Assistant Registrar Chairperson , ii. Assistant Director Hostel Member Hi. (b) Three representatives from students as special invities recommended by Asst. Director Hostel and to be nominated by the Registrar

3.1.1 Three representatives amongst students who are regular mess diners, shall be recommended by Asst.Director Hostel and to be nominated by the Registrar, one girl, one boy and one foreign student from different hostels and they must be the mess diner. In case number of hostels are more than three then representatives from different hostels shall be taken periodically. In case of non availability of foreign student he/she shall be replaced by student of Indian origin.

3.1.2 In the absence of Deputy Registrar/ Assistant Registrar, Assistant Director Hostel shall be nominated as Chairperson.

3.1.3 In case of non availability of any member, the person on the next seniormost post shall be nominated.

3.1.4 The nominated members can be replaced/changed by Registrar, as and when required. 4

3.2 Term The term of the committee shall be of one year.

3.4.1

3.4.6 Any member of Mess Management Committee may request the Chairman of Mess Management Committee to call an Emergency Meeting. Twenty four hours notice shall be required for such a meeting to be called.

3.5 Functions of Mess Management Committee

3.5.1 Town a mess, that provides adequate quantity of hygienically prepared food items.

3.5.2 To operate Mess on no profit no loss basis.

3.5.3 To ensure strict compliance of the mess rules of the University.

3.5.4 To discuss and decide monthly mess menu and suggest improvement of food served in the mess.

3.5.5 To supervise housekeeping/cleanliness of mess and to ensure proper arrangement and upkeep for mess facilities i.e. dining table and chairs, water coolers/containers and filters, crockery etc. Page 2 of 6 9

3.5.6 To determine and propose mess fees and mess charges for obtaining approval from the Registrar.

3.5.7 To review and change Mess Rebate period or amount as and when required.

3.5.8 To propose and make changes, addition and deletion in the "Mess General Regulations, Procedures and Prohibitions" time to time as and when necessary, subject to approval from the Registrar.

3.5.9 To propose concession of mess fees to the finance/accounts committee of SUBIS in condition of availability of aiding agency/ aiding funds.

3.5.10 To arrange special meals for university functions like conference, seminars etc.

4. Mess Incharge •

4.1 Mess Incharge shalt be any class-3 executive category officer of the University nominated by the Registrar for the functioning of Mess (eg.Hostel In-charge, Guest House In-charge etc.)

4.2 Functions of Mess In charge

4.2.1 To provide good quality of food.

4.2.2 To supervise the working of the mess.

4.2.3 To prepare the suggestive mess menu to be adopted for each month/week in advance.

4.2.4 To determine the food cost fronifttionetime.

5.2

5.2.2 To supervise and coordinate the mess woncers

5.2.3 To maintain the record of vouchers, stock ledger, mess joining and leaving register and cash book and present to the committee.

5.2.4 To prepare estimate of the monthly requirement of items for bulk purchase (e.g. food grains), and to forward it through Mess In charge of Assistant Director Hostels for purchase.

5.2.5 To maintain the attendance register of. mess servants and disbursement of their salary with the help of Mess In charge of Assistant Director Hostels.

5.2.6 Maintenance of the stock of utensils, crockery, cutlery, furnittire, kitchen and mess fittings, furnishings and equipments.

5.2.7 To maintain the proper record of the mess fine fund.

5.2.8 Maintain the mess premises in clean and hygienic condition.

5.2.9 To make available the sick diet to students on request.

6.1 (a) Mess Fee: There shall be a mess fees taken from the students on full payment basis in advance per semester.

(b) Mess Charges: There shall be the charges taken on per meal basis, from the diners who are not monthly paid members of the Mess, but want to take meal (eg. Breakfast/ tea/ lunch/Dinner) in the mess. .

6.2 The fee shall be decided by the Mess Management Committee subjected to approval for the Registrar. It includes all kind of recurring expenses such as labour cost, fuel cost, raw materials etc. Under extreme circumstances the Registrar has the power to provide extra manpower/electricity/salary or any other aid or facility to the mess. •

6.3 Late fee There shall be a late fee which will be taken from the mess diners who fail to deposit the Mess Fee till the last date. It will be proposed by the Mess Management Committee. for approval of the Registrar.

6.4 Mess Fine "Mess Fine" shall be taken from students against any wear and tear/breakage/Pilferage/damage of the property.

7.6 Subsidy ofr50°.3 ill be pmvidear to BPC(I3eiWv f3c7./erts3116e) studet I Mess Maintenance Fund There shall be a mess maintenance fund, which shall be 5% of mess fees collection and it shall be used for Mess maintenance by the authority of Chairman of Mess Management Committee after approval by Registrar. Mess Rebate Those diners who are absent from the mess for a period of minimum 7 continuous days to maximum 12 days, are eligible for the rebate, provided the hosteller produces a written permission with a valid reason from the Assistant Director Hostel. The Mess Management Committee has the right to increase/decrease the tenure for mess rebate , as and when required.
