The Execu tive Committee may invite a member of the Council, not being a member oi the Executive Committee, to attend any meeting of the Executive Com mittee. Any member so invited shall be free to participate in the discus sions in the Executive Committee but shall not function as a ifiomber of the Committee whether by way of voting or otherwise.
