Whenever the authority which granted any l icence under this Act considers that such l icence should be withdrawn for any cause other than those specified in Section 31, if shall remit a sum equal to the amount of the fees payable in respect thereof for fif teen days, and may withdraw the l icence either —
(a) on the expiration of fif teen days‟ notice in writ ing of i ts intention so to do; or
(b) forthwith without notice.
(2) If any l icence be withdrawn under clause (h) of sub -section (1), the aforesaid, authority shall , in addit ion to remitt ing such sum as a aforesaid, pay to the l icensee such further sum (if any) by way of compensation as the Excise Commissioner may direct .
(3) When a l icence is withdrawn under sub -section (1), any fee paid in advance to deposit made by the l icensee in respect thereof shall be refunded to him, after deducting the amount (if any) due to the Government.
