(1) a competitive examination for recruitment to the service shall be Iheld at such interval as the DevelopmentCommissioner may, in consultation with the Board, from time to time, determine.
(2)The examination shall be conducted by the Board in accordance with such orders as the'Development Commissioner may from time to time issue in consultation with the Board.
(3) 16% and 20% of the availablevacancies for direct recruitment shall be reserved for candidates who ar~members of the Scheduled Castes :ulei Scheduled Tribes respectively. _
(4)In fillingthe-vacaiicies-so~reservecffor candidates who are members ofScheduled Castes and Scheduled Tribes shall be considered for appointment in the order in which their names appear in the list referred to in rule 12 irrespective of their relative rank as compared with other candidates.
(5)Candidates belonging to the Scheduled Castes or Scheduled Tribes declared by the Board to be suitable for appointment to the service with _ due regard to the maintenance of efficiency of Administration, may be appointed to the vacancies reserved for the candidates of the Scheduled Ca~tes an~ Scheduled Tribes, as the case ray be, under sub-rule (3).
(6) If a suffiCient number of candidates belonging to the Scheduled Castes and Scheduled -Tribesare not available for fillingall the vacancies reserved for them, the remaining vacancies shall be readvertised twice exclusively for these candidates. Ifeven after re-advertisement any vacancies remain unfilled they shall be filled from among the other candidates and an equivalent number of additional vacancies shall be reserved for candidates belonging to the Scheduled Castes and Scheduled TIibes as the case may be during the subsequent selection:

Provided that the total number of vacancies reserved for candidates belonging to Scheduled Castes and Scheduled Tribes (including vacancies carried forward) shall not at any time exceed forty-fiveper cent of the total vacancies advertised.
(7) If conditions of experience is prescribed for the posts which are to be directly recruited and if the competent authority thinks that a sufficient number of candidates belonging to Scheduled Castes and Scheduled Tribes are not available, then the competent authority may relax the condition of experience.
