(l) Acompetitive examination for recruitment to the Service shall be held at such intervals as the Government may, in consultation with the Commission, from time to time determine.
(2)The examination shall be conducted by the Commission in accordance with such orders as the Government, may from time to time issue in consultation with the Commission.
1[(3)For direct recruitment, 16%,20% and 14%vacant posts shall be reserved for those candidates who are the members of the Scheduled Castes, Scheduled Tribes and Other Backward Classes respectively.]
(4)In fillingthe vacancies so reserved candidates who are members of the Scheduled Castes and the Scheduled_Tribes shall.beconsidered. for :_... ' . appoiiltment tn' the order in which their names appear in the list referred to in rule 12 irrespective of their relative rank as compared with other candidates. .
(5) Candidates belonging to the Scheduled Castes or the Scheduled Tribe, declared by the Commis~ionto be suitable for appointment to the Servicewith due regard to the maintenance ofefficiencyofadministration, may be appointed to the vacancies reserved for the candidates of the Scheduled Castes or the Scheduled Tribes, as the case may be under sub-rule (3). .
