When the prescribed authority. on the report of appointing authority is of opinion, that the sufficient numbers of candidates having requisite qualification, experience etc., are likely to be not available. he may allow the appointing authority to relax such qualification, experience etc., with such conditions as may be necessary to maintain the quality and efficiencyof the cadre.
