Section 11: Direct Recruitment through Competitive Examlnation

(l) A competitive exainin,ation for recruitment shall be held at such intervals as the Appointing authority may, in consultation with the commission determine from time to time.

"(2)The examinatton shall be conducted by the Commission in accordance with such orders as the Government may from time to time issue in consultation \\1th the Commi~sion. .

(3) There shall be 16 percent and 20 percent reserved posts for the caI'?-didatesbelonging to the Scheduled Castes, Scheduled Tribes and 14 percent for other Backward Classes at the stage of the direct recruitment in accordance Withthe provisions contained in the Madhya pradesh Lok Seva (Anusuchit Jatiyon, Anusuchit Jan Jatiyon Aur Anya Pichhda Vargon KeLiyeArakshan) Adhiniyam, 1994 (No.21 of 1994) and as per orders issued by the State Government from time to time.

(4)There shall be reserved post for women candidates, in accordance with the provisions ofMadhya Pradesh CivilServices (Special provision for Appointment of Women's) Rules, 1997 and such reservation shall be horizontal 'and compartment-wise. - - -.- - -- -Explanation.-For the purpose of sub-rule (4) and (5) "horizontal and compartment-wise reservation" means reserva.tion in each category namely: Scheduled Castes, Scheduled Tribes, other Backward classes and unreserved.

(7) If sufficient number of candidates belonging to Scheduled Castes, Scheduled Tribes are not available for filling all the vacancies reserved for ' them,' the remaining vacancies shall not be filled from other candidates without permission of the Government and vacancies shall be reserved for candidates belonging to Scheduled Castes and Scheduled Tribes for the next selection. "

(8)The selection of the candidate to tp.e service shall be made by the commission after interviewing them. , , ;

(9)In filling the vacan~ies_so.r~~erved,G~did~tes who are members,of the Scheduled Castes, Scheduled Tribes and other Backward Classes shall be considered for appointment in the order in which their names appesuin the list referred to in Rule 12 irrespective 'of their relative rank as . compared ,with other candidates. _ _ _. _

(10) Candidates belonging to the Scheduled Castes, Scheduled Tribes and Other Backward-Cl~sses declared by the Commission to be suitable for appointment to the:service with due regard to the maintenance of efficiencyof administration lJlaybe appointed to the vacancies reserved for the candidates of the Scheduled Castes, Scheduled Tribes and Other Bac}(wardClasses, as the case may be.

(11)In such cases, where experience of some period has been prescribed as an essential condition for the posts to be filledin by direct recruitment and it is found In' the' opinion of the App'qintingAuthority or the Public Service Commission that there is sufficient number of candidates belonging to the Scheduled Caste, Scheduled Tribe and Other Backward classes may not be available the Appointing Authority or the Public Service Commission may relax the such conditio~ ofexperience to the candidates ofScheduled Castes, Scheduled Tribes anqOther' Backward Classes.

12,' List of Candidates Recommended by Commission.-(l) The . " .commission shall prepare and forward to the Oovernment a list arranged in order ofmerit of the can~l1dates,who have qualified by such standards as the commission may determine and the list of candidates belonging to the Scheduled Castes, Scheduled 1ribes and Other Backward Classes, who though not qw:l1ifiedby that standard, but are declared by the Commission to be suitable for appointment to the service with due regard .to the maintenance of efficiency in administration. The list shall also be published for General Information.

(2)Subject to be provisions of these rules and of the Madhya Pradesh Civil Services (General Conditions of Service) Rules, 1961, candidates shall be' considered for .appointment to the available vacancies from the list in the order in which their names appear in the list.

(4) Before issuing the appointment orders, the report or' character - ,verification shall be obtained.

(5)The select list shall be valid for a period of one year from the date of issue by the Commission and the Commission may extend the period of .

the list up to six months with the consent of the Government. .

13. Appointment by Promotion":.(ll There shall be constituted a Committee, consisting of the members mentioned in Schedule-IV for (. . ..making-a~preliminaIY-seIection-forpromotion of-eligible-candidates:•..---------1 ...... (2) The Committee shall meet at such intervals as it thinks fit but ordinarily not exceeding one year.
