Without prejudice to the generality of the provisions contained in the Madhya Pradesh CivilService (General conditions of Service) Rules, 1961, these rules shall apply to every member of .

(1) Per~9ns who at the time of commencement of -these. rules are holding any post substantively or officiating capacity specified in Schedule-I;

(2)Persons recruited to the service before the commencement of theserules; and

(3)Persons recruited to the service in accordance with the provisions of these rules.
