"(3) For the appointment under sub-rule (1) and (2) the candidate should pass the eligibility examination conducted by such an agency as may be specified by the order of the State Government. .
' (4) Eligibility examination shall be organised ohly two times and the norms and minimum qualIfying marks as may be specified by executive order of the State Government.
(5) For appearing in the examination under slib-rule (3) the candidate should possess the qualification as prescribed in column (5) against serial number 3 of Schedule-II of these rules." , .
