CHAPTER I_GENERAL l. Short title an<I coulrnencem€lt:.- I'l These Statutes may be called the "M. P. Pasbu Chikitslra vigyan Vishwnvidyalaya Statutes - 20t0" l 2 They shall corne into force with effect from the dare of publication in rhe Madhya pradesh Gaze*e.

2. Definitions.--*[n these Statrrtes, unless the contexl otherwise requires ;-

2.1 "Act" means the "M.P. Pashu chikitsha vigyan vishwavidyalaya Act 2009,'

2.2 "Section" rneans a section of the Act:

CHAPTER TI-OFFICERS OF THE VISTTWAVIDYALAYA

4. "Officers" of the Vishwavidyalaya shall be those as defined in Section 9 of the Act,

4.7 "Other Officers" In addition to officers as defined in Section 9 of the Act, rhe follorving shall also be the Officers of the Vishwavidyalaya.

CHAPTER ITI-AUTHORITIES OF TTIE VTSHWAVIDYALAYA

5. Board.- The Chancellor shall coDstitute the Board of Manugernent in accordance rvith provisions under Section 2? of the Act and the first Vice-Chancellol sliall rnake arrangements for constituting the Board of Ivlanagement as per Section 5l of the Acr.

The nominated members of the Board, other than ex-officio memtr,ers shall hold office for a term of three years as per Section 22(5) of the Act. The powers of the Bosrd shall be those as lrid down in Section 23 of the Act. Regulations or procedure in regard to transaction of business at its meeting shall be as rnay be prescribed by Regulations.

6. Acadenric Corrrrcil.-

6.1 l.'heAcirdemic Council .ghall consist of rnemher-:s as laid down in,section 26 of rhe Act. The terms of the oftice of the rnembers of the Academic Clouncil other than the ex-officio members shall be thrce years as laid down iu Section 26(3) of the Act.

6.7 The Acadenric Council shall exercise gencral conlrol on teaching ancl other educational programmes atrd ntaitrl.enancc of the standard of teaching and examination. The Acadeur.ic Council shall make Regulations as plovided itt Se.ctiot.r 27 of the Act fur enrolled sLudenls of thc Vishwavidyalaya.

7. lthcultios.-

7.1. The Vishrvavidyalaya shall have the following Faculties:

(i) Faculty of Veterinaly Scieucc & Aniural Husbandryi

(ii) Faculty of Fishedes Science;

(iii) Faculty of Dairy Science and Technologyi and other Faculties as tnd wherr required to meet out the requirements of nerv subjects/ insritutions as per Secrion 28( I) of the Act.

Dean Students Welfare Heads of the Department in the Faculry.

Three Sr.Scientist/ Assoc. Professor in consultation with Directors for a period of two years.

Special invitees as and when felt necessary in the academic interest.

Each Faculty shall be responsible to its Dean of the Faculty.

Each Faculty shall draw up a college organizational plan which provides for such departments as deemed appropriate and shall define the scope of the work to be done by the College and the various departments comprised in each such Facirlty.

Each Faculty shall consider and rnake such recommendations to the Academic Council on any qucstion pertaining to its sphere of work as may appear to it necessary or on ary matter referred to it by thc Acadcnric Council.

Each Faculty shall consider syllobus r€commended by thc VC?CAR and srrggested by the Board of studics and also devclop curricula snd course outlines to meet the degree requirements of the Vishwavidyalaya and shall provide teaching laboratory and field expetiences and other opportunities for Iearning and shall participate in rcscarch and cxtension activities in accordance with the objective of the Vishwavidyalaya, A Faculty shall recornmcnd to the Board for its consid€l'iltion that degree be confetred on prssed out students who have fulfilled the dcgrcc r:equircrnents as laid down by the Faculty and Vishwavidyalaya.

A Faculty shall also dcsign with the consultation of Director of Extension Education/Director of Instluction, Diploma ol Certificarc or Training courscs for farmcrs, fishcnnan, dairyman, livestock and pet owners and others rvho are not enrolled in the collegc in thc public intetest.

A Faculty shall assist the Reseatch Directoratc on the devclopment of plans for the conduct of researclt work airned at practical solution to Livcstock, Fishcries, Dairy Technology and malteL alcillary thereto.

Boord of Studies . 8. 'I'here shall be a Board of studies fol each of the Faculty, as per Section 29 of rhe Act. The 'consritutiou and firnction of lhe Board of studies shall be as under:-

(b) Finance Committee 9, The Board shall appr:int a Finance Comrniltee as per Section 30(l) of the Act.

9.I The Finance Con'rmittee shall consist of thc following rnembels, natnely;-

(a) The Vice-Chancellor

(b) The Secretary to Govt, of M.P. In-charge of Animal Husbandry and Fisheries:

(c) 'l'he .Secrclary to Govt. ol M.P ln-charge of Finance;

(d) One member chosen by the Board from amongst its Non-official mernbers; arrd

(e) The Comptroller The Board of studies shall have the duty, namely:- To prepare cour.se outline of each subjects of study in the departrnenl for preparation of degree requirement;

To review syllabus and course contents regularly and recomrncnd the modifications to keep pacc with changing knowledge base and requirernents of the farmers/fisherman/dairyman and poultryman etc.;

(c) To prepare schemes for translation of text books in the subject(s) and also prepare popular publications/hand bills which can be useful to those whose livelihood is based on livestock, fisheries, dairy or poultry etc.;

Any other work assigned from time to rime by the different DirectoraLes/ Faculties lor consideration of the Board of Studies.

9.2 In case the Secretary !o Government of M.P. in-charge of Anirnal l-lusbandry and Fisheries is unable to attend the rneetings of the Finance Cornmittee, for any reflson> he may depute any officet of his departrlent not lower iu rar:k than that of Deputy Secrelary to Govermnenl to attend the meetings arrd the officer so deputed shall have the right to take part in the discussion of tte nreetirrgs nnd shall have the right to vote.

9.3 'flre Finance Committee shal! exarnirre as per Section 30(4) of the Act Annual Accounts and the Annual Firrancial estirnates of the Vishwavidyalaya and advise the Board tlrereon. Tlre Finflnce Cornmittee shall also examine balance slrert of the Vishwa Vidyalaya prepated by the Comptroller.

T'he annual account shorrld retlect all rnoneys accnred received by the Vishrva Vidyalaya frorn valious sorrrces and all amoilrrts disbursed or expendilure incurred in lhe manner as prescrihed in tlre Financial and 1)'easury Code, prevalent in the Govt. of M.P- and adopted by the Vishwavidyataya.

9.4 To review the linancial position of the Uuivetsity tlorn time to time.

9.5 To rnake lecornrnendations to the Board on every proposal involving expenditure for which no provision has been rnade in the annual financial estimales ot rryhich involves expenditure in excess of the amounl provided for in the annual financial estimates.

To make tecommendations to the Board on all matters relatirrg to financqs of the Vishwavidynlaya.

To examine Funds generated by the Vishwavidyalaya as per provisions of Section 34 of the Act and also take steps for genemting receipls and income of the Vishwavidyalaya.

The Finance Cornmittee should also ensure that provisions laid down in Section 38 of the Act in legard to Annual Accounts and other matter related thereto are faithfully observed by the Compholler well within stipulated time, The Finance Cornmittee may also hire tbe services of a Charted Accountant on contracl fbr preparation of balance sheet and Annual Accounts.

10. Administrative Council.- l0.l The Adrninistrative Council shall consist of the following persons, narnely

li. Council for Rssearch in the field of Animal Science, Fisheries, Dairying Poultry and Anirnal Biotechnology.

1l.I The Reseach Council shall consist of the following members, namely :-

The Resenrch Council shall establish as rnany Veterinary, [.ivastock and Fisheries Research Stations a.t rnay be necessary in co-operalion witlr the Department of Animal Husbandry, the Department of Fisheries and the research station under the control of Covernment as per Section 32(i) of the Acl Preparation of popular materiallpublication including filrns, vistral aids, elc-, for inlending lhrmers, exlension workers and developrnent of Animal Husbandry, Fisheries, Dairying and Poultry within the State as well as in the adjoining areas of the country in co-operation with Governrnent dep&rtmenfs concerrled.

(e) All Deans of Faculties

(i) All Deans of Colleges

(g) Head Department of LPM Poultry and Fishedes

(h) Professor ln-Charge of Exten.rion Education at Head-quarter.

12.3 Thc council shall also undcrtake activities as definei in Scction 33(2) of the Act.

12.4 The Extension Education Council shall be responsible to the Director of Extension Education and shall consider and make recommendations on all matter pertaining lo Extension Education and specially with ,espect to:-

(a) Training of Coliege Students;

(b) Rural life Extension Services;

(c) Preparation of education material tbr Livestock Fnrnrers; Fisherman, f)airyrnan and Potrltry owners/Producers;

(d) Ct-rrxiuct o[ short courses, etc. for non enrolled pupil,

(e) Field extension prograrnrnes for the benefit of Livestock Farmers; Fisherrnan, Dairyrnnn and Poultly owners/Producersl (0 The development of anirrral production and fisheries ard making co-operative in the relevant field:

(g) Preparation of popular materials/publication for development of Aninral Husbandry, Fisheries, Dairying and Poultry including filrns visual aids etc. in the field of Animal Sciences, Fisheries, Dairying and Poultry,

13. Council of Post-graduate Sludies.-

13.1 The Council for Posl-graduate Studies shall consist of the following mernbers narnely:-

(a) Director of Instruction *- Chairrnan

(b) All Deans of Faculties Member

(c) All Directors Member

(d) All Deans of the Colleges Member

(e) All l-Ieads of the Departments. Mcmbsr

(f) Registrar Member

13.2 The Council of Post-gaduate Studies shall wo* undcr thc overall purview of the Academic council brrt shall be responsible to the Dircctor of Instruction and shall considcr and m*e recornrnendadons on all matter pertaining to post-graduatc srudics and cspccially with respect tor- Developuent and forrnulation of standards of adrnission to post-graduate course of the Yishwavidyalaya as suggested by rhe VCI/ICAR and Board of Srudies:

Prescription of cour.ses, research and other requirements for post-graduate Deglees;

Evaluation of performance <rf candidates for the award of posrgraduate degree;

14.t All the authorities of the Vishwavidyalaya as det'ined under Section 2l of the Act shall have power to constitute or reconstitute committees and to delegate them such of their powers as they deem fit as per Section 60 of the Act.

Such committees shall consist of rnembers of the aulhority corrcerned and of such other persons, if any, as the aulhority in each cflse may think fit.

The nominatetl mcmbers of the authority arrd outside expet'ts engaged for special assignment provided by the Vishwavidyalaya other than Govt. servanLs and Vishwavidyalaya eraployees shall be paitl traveling and daily allowance for attending meeting of the aulhority or any corntnittee lhereof at such rates as the Board may determinate frorn time to time.

16. Dean of Faculties.-Emoluments, Powers and duties.-The Dean of each Faculty shall be a whole time Officer of the Vishwavidyalaya appointed from amongst Deans of Colleges of the respective Faculty tbr a term of three years by the Vice-Chancellor on the recornmendation of Board as per Section l7 (t) of the Act.

16.2 The Deaus of Faculties shall receive a salary in the scale of pay af Rs. 16400-450-20900-500' r6.3 224OOl- and subsequent reyised scale of pay as approved by the State Govt. frorn tirne to time hereinafter.

The Dean of each Faculty shatl be the chief executive and Acadernic Ofticer of the Faculty as per Section l1(2) of the Act and shall be responsible for organiantion, administration and conducting teaching. rcsearch and extension education. administration of farrns. research centres. hospitals, diagnostic centres etc. under hislurisdiction as laid down irt Sectiort 18( l) of the Act- The Dean of the Faculty shall perfotm drrties as under as per Section l8(2) of the Act:- To formr-rlate nnd present policies to the Academic Council for its consideration;

To rnakc lepolt to the Vice-Chancellor on thc work of the different departrnents of the faculty;

To supcrvlsc rhe registration and progrcss of tlrc students in the College of the Faculty;

To be responsit'le to the Vice-Chanccllor for thc proper use of buildings assigned the Colleges.

17. Director of Research Sergic€s3 Emolurneots end powers and duties:-

He shall receive a salary in the scale of Rs. 16400-45O-2@OA-5U\-22$U- and subsequent revised scale of pay as approved by the Slate Govt. from lime to time hereinafter.

!'7,2 The post of Director of Rcsearch Selvices shall be int€fchangeable wlth that of aoy oth€r Director provided the requirement of rninimum qualification is fullilled.

17.3 The Director of Research Services shall establish a Veterinary and Fishel ies Scrences Resenrch organization for doing research on prcblems as laid down in Section 32(l) of the Act.

17.4 It shall be the duty of the Director of Research Services:-

(a) To exercise overall control of the planning aod prosecution or research conducted by the Vishwavidyalaya, excepl .esearch done by students to me6t degrce requirement and by teachers of the Vishvavidyalaya to imprcve teachiug ability;

(b) To prepale Research Selvice Programmes and annual budget estimales as may be requircd by the Vishwavidyalayat (") To assist thc Dean of Faculty conccrne.d in the supcrvision ovcr thc memberu of the Cotlege of staff engaged on approved res€arch programmes under thc gcneral purview of the research service;

(d) To require and supervise the compilation of rcsearclr result, and the proper publication of the research findings;

(e) To applove for pubtication, in consultation with Deans o[ Fasultjes concerned, r'esearch manusclipts in such geneml form and such number as may b€ determined;

(0 To assign numbcls to all publications and to maintain official record of all publications;

18.4 It shall be rhe duty of rhe Direcror of Extension Education:-

(a) To exercise overall control of on-campus and off-carnpus educatircnal rvork involving livestock farrners, rural families Fisherman. Dairyman and Poultry Farmers;

(b) To prepare yearly prograrnmes and hudget rreed.q for the education of Livestock Farmers, Fisherman, l-)airyman and Poultryrnan and other nonstudents in conneclion with the extensiorr schemes;

(c) To assist the Deans of Facultics in developing courses and III teaching students in various forrns of lhe extensron education:

(d) 'Ib supervise off'-campus programmes dealing with Livestock Co<perative, Fisherman, f)airyrnan and Poultryman antl rural youth programmes:

(e) To exercise supervision over the extension specialist assigned or attached to the Colleges and such other rnembers of the staff who arc engaged in extension work and guide the extension work;

(0 To direct the preparatiorr of nraterials such as publication tilm visual aids etc., fbr better development of the extensiorr programme;

(g) To distribute any material as a part of the Vishwavidyalaya extension services;

(h) To be responsible to the Vice-Chancellor in the exercise of porvers and discharge of duties under the Actl

(b) Procedure of Selection All posts of ofticers of the Vishwavidyalaya as detailed in Section 9 of the Act and Statules 4 (except those of Chancellor. Vice-Chrrncellor, Deans of Faculties, Registrar and Comptrolier) shall be filled up by selection based strictly on rnerit and all India advertisement. The employees of the Vishwavidyalaya possessing the qualilications and other conditions, if any. shall be eligible to apply and their applications shnll be considered alongwith those of other candidales.

Thc post of Rcgistrar and Comptroller shall bc fillcd up by Board by obtaining services of an offliccr of Statc Govt, of M.P. or in the manner as prescribed in Section 14 and 15, respectively of the Act.

In case of direct recruitmenl through advertisement, the applications received in response to the advertisement shall first be scrutinized by a Committee to he appointed by the Vice-Charcellor, which shall recommend, to the Vice-Chancellor the names of those applicants rvho fulfill the prescribed qualificatiorrs for being consideled for the post. The Screening Committee shall also recommend to the Vice-Chancellor for bcing considered for intervicw the names ol (hose candidates whose qualifications are within the possibilities of relaxation by the Selection Committce. 31.2 Persons appointed by the Board as Honornry teachers in any of the aforcrnentioned categories on such terms and conditions as thc Board may prescribe by Regulations.

31.3 A tcachcr shall be eligible to impart instruction and/or conduct or guide research andr/or extension progl'amme only up to such standard for which hc is rccognized as such in accordance with the Regulations made by the Board in this behalf. 36, Conditions of service of retired ernployees;-

48.8 CompartmcntExarnination

(a) A Studcnt failing in a maximum of two papers only may be allowed once to appear in compartment examinations for thosc papcr(s). Comparlment examination shall cornprise of the external component of both the theory and practical of the failed paper(s), which shall constitute the l0O% weightage for that paper(s) and thc nrarks of internal examination shall not be considered for the evaluation of Compartmcnt Exunination.

(b) The compartment examinations shall bc conducted within 20 clalendar days afier the date the results of the concerned professional ycar cxaminarion declalcd. The results of such compartment exarnination shall bc dcclarcd within 5 days after the cxamination is conducted, (.) In casc of failurc in any of thc compartment paper(s), thc student will bc reverted back to the prcvious profcssional ycar and will bc required to rcpcat all the requircmcn{s of that failed professional year.

49. Promotion ald failure at Post Grailuate levcl

4g.l If a stuclent tails to obtain 60% rnalks in any course of Postgraduate programmc cither irr thcory or practical he/she shall be deerned to have failed in the theory or practical and will be required to fepeat theory or practical, as lhe case rnay be to clear/pass the sanre.

49,2 If a student of postgraduate orPh. D. programrne fails in mot'e than 2 courss (theory or practical) shall be treated as fail and he/she shall be re-admitted at the end of the academic session and be treated as afresh student for all purpose including lbe structure.

49.3 A .student of postg:'aduate or Ph. D. degree progrnmme failing in 2 or fewer coulses at the end of the academic session .shalt be placed on academic probation and shall be permitted to t'egister for thesis research. Such student will be permitted to clear courses (theory/prtctical) in which he/ -she ha.s failed as and when the exarnirrations ar'e conducted. 49.5 A re-admitted student of postgraduate degree programlre failing in more than 2 courses in two conseculive acadernic sessions shall be dropped fi'om tlre roll of the Vishwavidyalaya.

49.6 Aggregate mnrks/OGPA tbr Master's and Ph. D. degree are 65ch or 6.50 OGPA. A student fails to earn requisite OGPA prescribed for the postgraduate degree may have to repeat certain lheoly arrd practical courses in order to secrlt€ the required OGPA.

50. Financial Assistance to saudents

50. t The Mshwavidyalaya shall make Regulations with the appro\al of Ac dcmic Cr.runcil to provide financial assistance to meritor'ious students and to those desgruing sludents who are financially weak.

5O.2 Thc Vshwavidyalaya shall raise funds by getting donations from donor's/charitable trusls in order to provlde financial assistance to dcscrving studeots of thc Vishwavidyalaya on their rcquests, without prcjudicc to the inrsrest of the Vish\r'avidyalaya.

51. Schedule of fees for studenls 5l'l An enrolled studeot shall pay such semester fees as may be prescribed by Reguiations made by the Academic Council - Fees once paid shall nol be rcfunded. However, it can be adjusted or refunded if the misrake is on the pan of the Vishwavidyalaya.

52. 55. Diplomas, certificates etc.

55.1 The Vishwavidyalaya may in accordance with the Regulations made by the Academic Council award to enrolled students and to other persons who have compleled rron degree work sponsored by the Vishwavidyalaya applopriate diplorna-s, certificates etc. without prcjudice to the inlerest of Vishwavidyalaya.

56. \Vithdrarval of Degree, diplomes 56'l Vishrvavidyalaya can withdraw a dcgree, diploma, certificatc or other distinctions conferred on a pelson' if the interest(s) of the Vishwavidyalaya arc adversely effected with the prior approval of Academic Council and Board. Howeve4 for withdrawal of Honorary degree concurrence of Chancellor shall be rnandatory.

CHAPTER-XI . 57. Employees Housing and other Accommodations

57. I The Vishwsvidyalayu may proceure, construcl, own, lake on lease and use houses for Vishwavidyalaya employees as determined by the Board to be necessary for the proper functioning of the Vishwavidyalaya. Vishwavidyalaya shall make up and adopt Regulations for rhe propei adrninistration of staff housing matters.

57 -2 As recomrnended by the appropriate authority the Board may provide and operate t'or employees of the Vishwavidyalaya health, recreationfll and orher ancillary facitiries. 58.1 An enrolled srudent of rhe Vishwavidyalaya shall live in ;

(a) his own home or the home of his parent or at a place where the college situated.

(b) in aVishwavidyalaya hostel or acquired accommodation by the Dean for students. Rcgulation on this subject shall be made by the Academic Council.

58. 'lhe Vishwavidyalaya shall provide and operate tbr eruolled stuclents of tlre Vishwavrdyalaya such cafeterias, health' recreatjonal, shopping and other ancillaty facilities as rnay be deerned by the Board to be in the best interests of the-vishwavidyalaya. The Academic Council shall make Regulations for such purpose. The Regulations shall be adrrtinistered by (he Dean of Studens Welfare anrl/or by such other persons us -uy te designated by hirn with the approval of the Vice-Chanccllor.

59. Vishwavirlyalaya Hostels for studeuts 59,1 The Vishwavidyalaya shall providc and opa'ate as dccmcd by thc author.ities to bc i1 the best interest .of the Vishwavidyalaya student hostels and other trouiing facilities for enrolled students of the Vishwavidyalaya.
