नी�त का उ�े�य �देश म� �नजी �नवेश के मा�यम से अंतरा��ीय �तर क� �ाकृ�तक/ आयुव��दक/योग/ पारंप�रक प��त आधा�रत संपूण� उपचार सु�वधा� स�हत वेलनेस स�टर/�रसॉट� �था�पत करना है ता�क �देश संपूण� उपचार का एक के�� बने तथा मे�डकल टू�र�म क� वृ�� से �देश म� रोजगार के नये अवसर उपल�ध ह�। 03 वेलनेस स�टर/�रसॉट� से आशय �देश क� पय�टन नी�त अंतग�त शासन �ारा जारी �न�न�ल�खत पय�टन प�रयोजना से है :- A Wellness resort aim to revive energy, provide a platform for personal introspection, promote positive health, treat lifestyle diseases by providing different services such as Ayurveda, Naturopathy, spa, yoga, meditation, skincare treatment etc. Example of eligible Spiritual/Wellness centers – Ananda Spa, Jindal farms etc.
Auditorium or well-covered open area with seating capacity of a minimum 100 people.
2. परभाषा 1 7 04 Minimum 10 rooms, of quality equivalent to star/deluxe or above categories of hotels with minimum following requirements:- Medicinal facilities with at least 8 well-trained staff.
Well-trained Yoga, Naturopathy, Ayurveda teachers with relevant recognized certifications.
4 2 3 The facade, architectural features, and general construction of the building shall have the distinctive qualities of a luxury hotel.
All single and double rooms shall have a floor area of not less than twenty -three (23)square meters, inclusive of bathrooms.

4.2 All rooms must have bathrooms which shall be equipped with fittings of the highest quality befitting a luxury hotel with 24-hour service of hot and cold running water.
There shall be a well-appointed lounge with seating facilities, a leftluggage room, and safety deposit boxes or lockers in the rooms.

3. नवेशक चयन �नजी भू�म पर प�रभाषा अनुसार �नजी �नवेश से वेलनेस स�टर/�रसॉट� �था�पत करने वाले �नवेशक इस नी�त म� व�ण�त सु�वधा� के पा� ह�गे ।
3.1 अ��ा मेगा �ोजे�ट (ऐसी प�रयोजना �जसक� लागत �पये 100.00 करोड़ से अ�धक) हेतु �नयत भू�म पर �नवेशक का चयन "�थम आओ �थम पाओ" के आधार पर �कया जाएगा । पय�टन �वभाग के आ�धप�य क� शासक�य भू�म/प�रसंप�� पर वेलनेस स�टर/�रसॉट� �था�पत करने के �लये �नवेशक का चयन भू�म क� ऑनलाइन �न�वदा के मा�यम से �कया जाएगा |

3.3 There shall be a coffee shop and at least one specialty dining room which are well-equipped, well-furnished and well-maintained, serving high-quality cuisine and providing entertainment.
The kitchen, pantry, and cold storage shall be professionally designed to ensure efficiency of operation and shall be well-equipped, well-maintained, clean and hygienic.
There shall be a well-designed and properly equipped swimming pool, at least one recreational, sports facility and live entertainment facility in the establishment.

4. परयोजना थापना हेतु भूम का आवंटन अ��ा मेगा �ोजे�ट हेतु "�थम आओ �थम पाओ" के आधार पर भू�म का आवंटन पय�टन नी�त (2016) संशो�धत 2019 �नयत ���या अनुसार सा�धकार स�म�त �ारा उस �थान के त�समय �च�लत कले�टर �ारा �नधा��रत गाइडलाइन रेट पर क� जाएगी। पय�टन �वभाग के लै�ड ब�क क� भू�म पय�टन नी�त (2016) संशो�धत 2019 म� �नयत ���या अनुसार ऑनलाइन �न�वदा के मा�यम से आवं�टत क� जाएगी । �न�वदा हेतु शहरी �े� म� भू�म क� अपसेट �ाईज �पये 10 लाख ��त हे�टेयर एवं �ामीण �े� म� �पये 5 लाख ��त हे�टेयर होगी ।

4.2 य�द �नवेशक �ारा लै�ड ब�क के अलावा अ�य उपयु�त शासक�य भू�म �च��हत क� जाती है तो ऐसी भू�म पय�टन �वभाग को ह�तांत�रत कर उपरो�त �ब�� 4.1 एवं 4.2 अनुसार �नवेशक को आवं�टत क� जाएगी । उपरो�तानुसार आवं�टत भू�म अ�धकतम 90 वष� क� लीज पर पय�टन �वभाग �ारा पय�टन नी�त अंतग�त �नधा��रत शत� पर द� जाएगी । आयुष �वभाग के आ�धप�य क� भू�म का द�घा�व�ध, लीज/लायस�स पर आवंटन �वभाग �ारा �नधा��रत �नयम एवं ���या अनुसार �कया जा सकेगा ।

4.3 14 पय�टन नी�त 2016 संशो�धत 2019 के अंतग�त वेलनेस स�टर/�रसॉट� �थापना पर �कये गये पंूजी �नवेश पर �न�नानुसार पंूजीगत अनुदान क� पा�ता होगी :-

5. वेलनेस सटर/रसॉट हेतु अनुदान सुवधाएं य�द इकाई क� �थापना नगर �नगम �े�� के �लान ए�रया के बाहर क� जाती है तो अनुदान का ��तशत 15% के �थान पर 20% होगा बशत� �क ऐसी इकाई से 10 �क.मी. क� प�र�ध म� इकाई �ेणी क� अ�य कोई इकाई �था�पत न हो । 15 08 वृहद, मेगा एवं अ��ा मेगा �ोजे�ट होने क� ���त म� पय�टन नी�त (2016) संशो�धत 2019 अंतग�त �न�नानुसार पंूजीगत अनुदान/�नवेश �ो�साहन सहायता क� पा�ता होगी :-
5.2 य�द वेलनेस स�टर/�रसॉट� क� �थापना �कसी �ा�ड के �ारा क� जाती है तो ऐसी इकाई को पय�टन �वभाग क� "�ा�डेड होटल �ो�साहन नी�त 2019" के �ावधान� के अनुसार पा�ता होने पर अ�त�र�त अनुदान �दया जा सकेगा । उपरो�त 5.1 से 5.3 कं�डका म� व�ण�त सु�वधा� का लाभ पय�टन �वभाग �ारा पय�टन नी�त अंतग�त �नधा��रत �नयम ���या� के अनुसार �दया जाएगा ।

5.4 17 09 पय�टन �वभाग �ारा मु�यत: �नवेशक चयन, भू�म आवंटन, प�रयोजना �थापना हेतु फे�स�लटेशन एवं नी�त अंतग�त �ाव�धत अनुदान एवं छूट उपल�ध कराने का काय� �कया जाएगा ।
6. पयटन वभाग क भूमका नी�त म� संशोधन हेतु म�य�देश शासन, पय�टन �वभाग अ�धकृत होगा तथा नी�त ��या�वयन हेतु �प�ट�करण/ माग�दश�न/सम�या �नराकरण के �लये पय�टन नी�त (2016) संशो�धत 2019 म� मु�य स�चव क� अ�य�ता म� ग�ठत सा�धकार स�म�त अ�धकृत होगी ।

8. नीत क भावशीलता एवं अवध यह नी�त जारी होने के �दनांक से पय�टन नी�त (2016) संशो�धत 2019 के ��याशील रहने क� अव�ध तक लागू रहेगी । नी�त क� �भावशीलता संपूण� म�य�देश म� होगी । BASED ON NATUROPATHY/ AYURVEDIC / YOGA/ TRADITIONAL THERAPY (In English) POLICY FOR ESTABLISHMENT OF WELLNESS CENTRE/RESORT IN THE STATE 2020 The intent of such Wellness Centre/Resorts means a tourism project as defined in the tourism policy issued by the Government is as under:- A Wellness resort aim to revive energy, provide a platform for personal introspection, promote positive health, treat lifestyle diseases by providing different services such as Ayurveda, Naturopathy, spa, yoga, meditation, skincare treatment etc. Example of eligible Spiritual/Wellness centers – Ananda Spa, Jindal farms etc.
The objective of the Policy is to develop such International standard Wellness Centre/Resorts through private investment which shall be based on Naturopathy/ Ayurvedic/ Yoga/ Traditional Treatment Therapy to provide treatment in totality and to create job opportunity through medical tourism in the State.

4.8 Land parcels identified for Ultra Mega Project (A project having proposed investment not less than 100.00 crores) shall be allotted to the investor without bidding process on the basis of “First come First serve”.
3. SELECTION OF INVESTOR
3.3 15 Any entity establishes such Wellness Centre/Resort on any private land shall be entitled to get all incentives mentioned in this Policy.
3.1 To establish a Wellness Centre/Resort on the Government land in possession of the Tourism Department shall be allotted to the investor through online bidding process.
3.2
4. PROCEDURE FOR ALLOTMENT OF GOVERNMENT LAND Land parcels of the land bank of the Department of Tourism shall be allotted through online bidding process as described in the Tourism Policy (2016) amended 2019. The upset price of the land shall be Rs. 10.00 lakh per hectare in the urban areas and Rs. 5.00 lakh per hectare in rural areas.
4.1 For ultra-mega project land shall be allotted as per the procedure mentioned in the Tourism Policy (2016) amended in 2019 on “First come First serve” basis. The land cost shall be fixed by the Empowered Committee, constituted under the Tourism Policy, on the basis of current Collector’s guideline rates.
4.2 29 16 If the investor identifies any other Government land other than the land available in the Tourism Department’s land bank, firstly the said land shall be transferred to Tourism Department and thereafter shall be allotted to the investor according to clause No. 4.1 & 4.2 herein above.
Land in possession of Ayush Department shall be allotted on long term lease/license as per prescribed rules and procedure.
Land shall be allotted on 90 years lease as per terms & conditions prescribed in the Tourism Policy.

4.5 32 Following capital subsidy shall be given as per Tourism Policy (2016) amended 2019 for the establishment of Wellness Centre/Resort:-

5. INCENTIVE/SUBSIDY FOR WELLNESS CENTRE/RESORT If the unit is being established out of planning area of the Nagar Nigam, the percentage of subsidy shall be 20% instead of 15% provided that there is no other unit of the same nature is existing within the 10 kms perimeter.
33 18 For Ultra Mega Project the Capital Subsidy/Investment promotion as per the Tourism Policy (2016) amended 2019 shall be as under :-
5.1 If any brand establishes such Wellness Centre/Resort in such case it shall be given additional subsidy as per provisions of “Branded Hotels Promotion Policy, 2019” of the Tourism Department.
The benefits mentioned in clause 5.1 to 5.3 herein above shall be given as per rules and procedure laid down in the Tourism Policy.
35 22 Tourism Department shall mainly play a role in selection of investors, land allotment to facilitate investor in establishment of project and provide subsidy & exemptions etc. as per provisions of the Policy.
6. ROLE OF TOURISM DEPARTMENT 19

5.3 Department of Tourism, Government of Madhya Pradesh shall be authorized to amend the Policy and for implementation of the Policy the Empowered Committee constituted in the Tourism Policy (2016) amended 2019, under the Chairmanship of Chief Secretary, shall be authorized for clarifications /guidance /dispute resolution etc.
7. AMENDMENT, CLARIFICATION/GUIDANCE/ DISPUTE RESOLUTION 37 20
8. ENFORCEMENT/ DURATION OF THE POLICY This policy shall be enforced from the date of issuance till the effectiveness of the Tourism Policy (2016) amended 2019. Policy shall be effective in whole Madhya Pradesh.
