3469 3470 11~~.~ 19~ 2021 No. F-3-18/2019/XIII : Whereas vide notification dated 13 April 2015, the Central Electricity Authority(CEA), Ministry of Power, Government of India has notified amendments in the Central Electricity Authority (Measures Relating to safety and Electric supply), Regulations 2010. As per the regulation 5A of the amended regulations, the State Government may authorize Chartered Electrical Safety Engineers having the qualification and experience as specified in sub regUlation (2) of regulation 5 of the said regulations to assist the owner or supplier or consumer of electrical installations for the purpose of self-certification of electrical installations upto the notified voltage under regulation 30 and regulation 43.

Whereas Central Electricity Authority, Ministry of Power, Government of India vide circular No CEI/1/2/2018/852-892 dtd.2"1.06.20"18, has issued guidelines regarding authorization of Chartered Electrical Safety Engineers (CESE) and directed the State Government to decide the procedure for the test/interview to be conduCted for authorization of CESE.

2. Whereas the State Government vide notification dated 14 August, 2015 has already notified 33 Kilovolt as the voltage only above which inspection and testing of electrical installations of suppliers or consumers shall be carried out by the Electrical Inspector under Regulation 43 and 250 volts has been notified as the voltage' only above which periodical inspection and testing of installation shall be carried out by the Electrical Inspector under regulation 30 of the Central Electricity Authority (Measures Relating to safety and Electric supply) Regulations 2010.

3. The State Government, hereby prescribes the procedure in respect of authorization of Chartered Electrical Safety Engineers (CESE) within the state of Madhya Pradesh.

Procedure for authorization of Chartered Electrical Safety Engineer (CESE) within the state of M.P.

(i) Invitation of applications:

Online applications shall be invited, from eligible persons fulfilling the qualifications laid down in clause (3) (iii), by the Chief Electrical Inspector through public notice to authorize them as Chartered Electrical Safety Engineers under regulation 5A of the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 (as amended) in following manner :- Eligible Candidates shall have to apply for the online written examination to be conducted by the Chief Electrical Inspector, Government of Madhya Pradesh, after paying the requisite fees.

The online written examination haVing two hours duration shall be conducted in English medium only containing 100 no. multiple choice objective type questions carrying one mark each. The minimum qualifying marks shall be 50 out of maximum 100 marks.

The syllabus for the examination is enclosed as Annexure - I.

The work of setting up of question paper: for the written examination shall be conducted by a five member committee formed by the State Government as laid down in Clause 4 (i).

(ii) Exam Fees:

Rs 10001- (Rs One thousand only) as a non-refundable fees, shall be deposited by the candidate for appearing in the written 3471 3472 ~~.~19~2021 examination in the manner to be prescribed by Chief Electrical Inspector.

(iii) Qualification:

The Candidate should possess a bachelor's degree in electrical engineering or equivalent degree from a recognized University I Institution with at least 5 years of experience in operation and maintenance of electrical installations or a diploma in Electrical Engineering with at least 10 years of experience in operation and maintenance of electrical installations. He should also have the knowledge of the works related to observance of electrical safety regulations. In addition to the knowledge of Electrical subjects, Candidate should have the knowledge of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations. 2010 (as amend~d) and other relevant Acts, Rules and Regulations related to electricity supply in the State of Madhya Pradesh.

(iv) Age Limits:

a) The maximum age limit for appearing in the ·written examination will be 62 years.

b) The maximum age for working as CESE will be 65 years.

(v) The Candidate shall not hold any regular post in Government/Semi Government/Public Sector Undertakings (PSUs) or associated with any organization which may directly or indirectly influence his working as- CESE. He shall not carry out the inspection of such electrical installation for which Supervision or Electrical Contractor work was / has been / is being carried out by him.

(vi) Candidate shall for all the time in his possession have the basic testing equipments as given in Annexure - " for testing of the electrical installations.

(vii) Chartered Electrical Safety Engineers authorized vide Energy Department notification dated 10th August 2017 shall be required to appear and qualify in the written examination within a year from the date of this notification.

(viii) Registration Fees:

On qualifying the written test successfully, only one time fees of Rs. 100001- for the registration as CESE shall have to be deposited in the manner prescribed by Chief Electrical Inspector, Government of M.P. The registration is to be carried out by the applicant in th~ office of Chief Electrical Inspector within one year from the date of uploading of result of written exam on the Inspectorate website by Chief Electrical Inspector, else the candidature shall be summarily rejected.

(ix) The authorization shall be granted on the basis of qualifying the written examination, submission of documentary evidence of payment of registration fees of Rs 10000/, verification of documents pertaining to eligibility criteria and providing list of available testing eqUipment as per Annexure - II alongwith NABL certificates.

(x) The authorization of a CESE shall be initially for a period of five years at the time of authorization and shall be extended for further periods of three years at a time by the Chief Electrical Inspector till attaining the age prescribed in clause (3) (iv) (b).

(xi) The Chief Electrical Inspector, Government of M.P., shall upload the name of the authorized Chartered Electrical Safety Engineer 3473 3474 l1~~, f0:ricp 19~ 2021 [~WT 1 on their web portal, within 15 days, from the date of authorization of CESE, for the information of the owner, supplier and consumers.

(xii) The authorization of a Chartered Electrical Safety Engineer shall be liable to be suspended or cancelled by the Chief Electrical Inspector. If he is found to be indulging in willful negligence, mal­ practice, misuse or any other activity affecting directly or in­ directly the safety of electrical installations. However, no such authorization shall be suspended! c~ncelled unless an opportunity of being heard is given to the concerned CESE by Chief Electrical Inspector. In such cases, an· appeal against the order of Chief Electrical Inspector shall lie to the Energy Department and its decision shall be final and binding to all.

(xiii) Cancellation of authorization of existing CESE:

The authorization of eXisting CESEs, made vide notification dated 10 August, 2017, will automatically be cancelled after authorization of CESEs on the basis of written examination conducted by the Chief ElecLrical Inspector or within a year of this notification, whichever is later.

(xiv) .Other relevant instructions regarding the conduct and timelines of written examination shall be issued by Chief Electrical Inspector before conduct of written exam.

4. Constitution and Eligibility Criteria of Members of Committee for setting up the Question paper:

i) The State Government shall constitute a five member committee for setting up the question papers for the written exams, comprising of the following members - ~~. f0rfq) 19~ 2021 a) Chief Engineer (Electrical Safety) and Chief Electrical Inspector to the Government - Chairperson.

b) Superintending Engineer (Electrical Safety) and Deputy Chief Electrical Inspector % Chief Electrical Inspector or in the absence of such officer, Member Secretary nominated by the State Government in the following sub-clause 4(ii) (a) ­ Member Secretary.

c) One representative of the State Transmission Company or any Distribution Company of Madhya Pradesh nominated by the State Government.

d) One representative of the State Generating Company of Madhya Pradesh nominated by the State Government.

e) One representative from Engineering- College from electrical engineering faculty nominated by the State Government.

ii) Eligibility Criteria for members of the Committee - a) The Chairperson and .Member Secretary of the Committee shall be appointed by virtue of their post. In case post of SE, (Electrical Safety) and Deputy Chief Electrical Inspector 0/0 Chief Electrical Inspector is vacant, Chief Engineer (Electrical Safety) and Chief Electrical Inspector shall submit a panel of three Superintending Engineers from Electrical Inspectorate to the State Government for nomination.

b) The Transmission, Distribution and Generating Company of State shall submit a panel of three officers, who shall be a regular class - I officers of the rank not below Superintending Engineer (with Bachelor's degree in Electrical Engineering) with minimum 50 years of age and 20 years. of experience, to the State Government for nomination.

3475 3476 ~~,~19~2021 c) The representative from Engineering College shall be a professor in Electrical Engineering Department from Government / Autonomous or Private College set up and operational in the State. The person should have minimum 15 years teaching experience.

iii) The Committee members other than Chairman and Member Secretary shall provide sufficient questions/answers to form four sets of question papers.

iv) The committee shall sit together to prepare three different sets of question papers for each examination based on the syllabus specified as per Annexure - I, out of which one set will be used for examination. The sets sealed and marked as 'A', 'B' & tC' shall be kept ready at the office of Chief Electrical Inspector and one set randomly selected by the authorized officer of Energy Department on the date of examination shall be used for the examination.
