1. No. ":L::L\ \ IF·3~13/2016/XIII. State Government has notified M.P. Electricity Reforms Transfer . Schemes Rules 2006 vide notification dated 3rd June 06 whereby the functions, properties, interest rights and obligations of the Residual Madhya Pradesh State Electricity Board relating to Bulk Purchase and Bulk Supply of Electricity along with the related agreements and arrangements have .been transferred and vested in MP Power Management Company Limited (MP PMCL), formerly known as MP Power Trading Company Limited (TRADECO).
2. The State Government, in supersession of all previous orders with regard to generating capacity allocation, hereby allocates all capacities to Madhya Pradesh Power Management Company Ltd.

Provided that out of the total power allocated to MP PMCL, allocation of 40 MW Power to SEZ, Pithampur and 200 MW Bundelkhand Power to MP Poorv Kshetra Vidyut Vnran Company Limited shall continue till further orders.
3. The above allocation is subject to following conditions: .
i. The allocation shall be distributed in the ratio of energy requirement of three State owned Discoms in such a manner so as to keep the retail tariff uniform across the State.
ii. The above capacity allocation shall stand revised in case of change in allocation of unallocated power in inter~state Generating Stations (ISGS) by the Gol to the extent of such change, iii. MP PMCL shall arrange short term power purchases as per the system requirements which shall be allocated by MP PMCL to Discoms based on their percentage drawal.
iv. Surplus power, if any shall be traded by MP PMCL.
4. . Following general guidelines shall be applicable for monthly allocation of power among Discoms, which shall be reviewed by MPPMCL in day ahead basis :~ i. .Each Discom shall submit their demand to MP PMCL as per relevant Regulations.
ii. MP PMCL shall allocate the capac~y among Discoms as per the energy requirement of Discoms subject to the available capacity on monthly basis tentatively and then on day ahead basis and intimate the same to SLDC. Accordingly SLDC shall furnish the entitlement to~each Discom and MPPMCL as a whole, on day ahead basis. In real time operation also MPPMCL can change the capacity allocation among the Discoms from a ~ time block matching with the scheduling procedure. ,\ iii. For day ahead as well as real time scheduling of power, the prevalent rules and regulations as laid down by Madhya Pradesh Electricity Regulatory Commission shall be applicable.
11~ ~,~ 21 ~ 2016 256 (1) iv. MP PMCL, in consultation with Discoms, shall furnish the requisition of power of respective Discom in ISGS, MPPGCL (MP Share). NHDC Joint Ventures, SSP etc. to SLDC limited to entitlement on day ahead basis as well as in real time. Accordingly SLDC shall issue the drawal schedule to each Discom.
v. MP PMCL shall also furnish details of Short Term Power Purchase or sale to be allocated to Discoms.
vi. SLDC after receipt of MP drawal schedule from WRLDC shall compile and issue drawal schedule to MP PMCL and generation schedule to MPPGCL (MP share) as per requisition submitted by MPPMCL based on merit order despatch.
vii. The surplus power shall be sold outside the state or to any other utilities or, be backed down by the MP PMCL in case of non-absorption by the Discoms.
viii. Priority in allocation shall be given to those Discoms who submit the demand in time. If any Discom fails to submit the demand in time, allocation shall be made appropriately by MP PMCL as per overall availability.
ix. SLDC will calculate the UI charges among Discoms I Generators, if any based on Total allocation and scheduling (Intra State ABT).
5. Guidelines for the purpose of billing:

On the basis of State Energy Accounting issued by SLDC, MP PMCL shall issue capacity charges and energy charges bills for the previous month to Discoms by 25th of each month on the basis of actUal two-part tariff. Supplementary bills if necessary shall be issued within one month from the date of issue of monthly energy bill.
To meet its own expenses, MP PMCL shqll supply power to Discoms at the tariff as determinedl approved by MPERC plus 'trading margin', also as approved by MPERC.
Till trading margin is decided by MPERC, mqnthly bills shall be raised by MPPMCL to Discoms to meet out their expenses on actual basis in proportion to the energy drawal by respective Discom.
6. Right to amend the reallocation of generating capacity:
The State Government by issue of separate orders from time to time may amend this order and make such provisions as may appear to be necessary for removing the difficulties arising satisfying the consumer demand across the state in a judicious manner.
