(a) to make provisions for providing, upgrading and promoting technical education and training and research in Technical Education and to create entrepreneurship and a conducive environment for the pursuit of the technical education in close cooperation with industry;
(b) to generate and maintain resources through consultancy services, testing services, continuing education programmes, national and international collaborations and transfer of intellectual property rights;
(c) to institute and confer degrees, diplomas, certificates and other academic distinctions;
(d) to hold examinations and to grant and confer degrees, diplomas, certificates and other distinctions to and on persons who-
(i) shall have pursued a course of study in the University or in one of its colleges unless exempted therefrom in the manner prescribed by regulations and shall have passed the examinations prescribed by the University; and
(ii) shall have carried on research under conditions prescribed by the regulations;
(e) to confer honorary degrees in the manner laid down by the regulations;

Powers and functions of the University.
(f) to institute Professorships, Readerships, Lectureships and any other teaching posts required by the University and to appoint persons to such Professorships, Readerships, Lectureships and other posts;
(g) to institute and award fellowships, scholarships, studentships, exhibitions and prizes in accordance with the provisions of the regulations;
(h) to institute and maintain Halls and Hostels;
(i) to supervise and control the residence and discipline of the students of the University and to make arrangement for promoting their health and general welfare;
(j) to organize laboratories, libraries, museums and to provide such other equipments for teaching and research as is required;
(k) to demand and receive such fees and other charges as may be prescribed by regulations:
(l) to hold and manage trusts and endowments which may be created in favour of University;
(m) to institute and manage-
(i) Printing and Publication Departments;
(ii) University Extension Boards:
(iii) Information Bureau and
(iv) Employment Bureau
(n) to make special provisions for the spread of technical education amongst classes and communities which are educationally backward:
(o) to make provisions for
(i) the maintenance of National Cadet Corps or other similar organizations
(ii) physical and military training, and
(iii) sports and athletic clubs,
(p) to create administrative, ministerial and other necessary posts and make appointments thereto,
(q) to receive gifts, donations or benefactions from the State Government or the Central Government and to receive bequests, donations and transfer of moveable or immovable property from testators, donors or transferors, as the case may be, and
(r) to do all such other acts whether incidental to the powers aforesaid or not, as may be requisite in order to further the objects of the University
5. (1) The territorial limits in which the University shall exercise its powers and perform its duties, shall be Bathinda, Barnala, Faridkot, Fatehgarh Sahib, Fazilka, Ferozepur, Mansa, Moga, Sri Muktsar Sahib, Patiala and Sangrur Districts of the State of Punjab and other regions outside the State of Punjab, as may be decided by the Board from time to time subject to relevant regulations and statutes.
1[(2) Notwithstanding anything contained in any other law for the time being in force, one-time choice shall be given to the colleges which come under the territorial limits of the University to get themselves affiliated with the University of their choice i.e. either with the I.K. Gujral Punjab Technical University, Jalandhar or the Maharaja Ranjit Singh Punjab Technical University, Bathinda. Such one-time choice may be exercised by the concerned college within a period of six months from the date of publication of this Act. However, the new colleges, established within the territorial limits specified in sub-section (1), on or after the date of publication of this Act, shall be affiliated with the Maharaja Ranjit Singh Punjab Technical University, Bathinda:
Provided that all such students, who were admitted during the academic session 2015-16 in any college affiliated to the University, may exercise their option to study for any degree or diploma examination, with the I.K. Gujral Punjab Technical University, Jalandhar by continuing to study in the existing college and in that case, the degree or diploma shall be awarded by the I.K. Gujral Punjab Technical University, Jalandhar.]
6. (1) No person shall be excluded from any office of the University or from membership of any of its authorities or from admission to any degree, diploma or other academic distinction or course of study on the grounds of religion, race, caste, sex, place of birth or any of them:

University open to all irrespective of religion, race, caste, sex or place of birth.
Provided that the University may maintain any college exclusively for women either for education, instruction or residence or reserve for women or members of classes and communities which are educationally backward for the purposes of admission as students in any college.
(2) It shall not be lawful for the University to impose on any person any whatsoever relating to religion, race, caste, sex, place of birth in order to him to hold any post or any office in the University or to enjoy or exercise any privileges of the University or benefactions thereof.
