NOTIFICATION Maharashtra Public universities act, 2016.
No. MISC-2023/CR-77/UE-3.-Whereas, the Government of Maharashtra has, vide Government Notification, Higher and Technical Education Department, No. MIS-2019/CR-185/UE-3, dated the 27th October 2021 ( hereinafter referred to as “ the said notification”), issued in exercise of the powers conferred by sub-section (6) of section 3 of the Maharashtra Public Universities Act, 2016 (Mah.VI of 2017) (hereinafter referred to as “the said Act”), constituted the Karmveer Bhaurao Patil University, Satara (hereinafter referred to as “ the said University”), which shall comprised of a cluster of the Yashvantrao Chavan Institute of Science, Satara as lead college and Chhatrapati Shivaji College, Satara and Dhannajayrao Gadgil College of Commerce, Satara as the constituent colleges; and specified its authorities, powers and functions;
And whereas, clause 12 of the said notification provide for eligibility criteria and constitution of a committee for appointment of the Vice-Chancellor of the said University.
And whereas, in order to make the provisions of the eligibility criteria and constitution of Committee for appointment of the Vice-Chancellor of the said University. Contained in the said notification in consonance with the provisions of the University Grants Commission (Minimum Qualification for Appointment of Teachers and other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018 framed under the University Grants Commission Act, 1956 (3 of 1956), the Government of Maharashtra considers it expedient to amend the said provision of the said notification;
Now, therefore, in exercise of the powers conferred by sub-section (6) of section 3 of the Maharashtra Public Universities Act, 2016 (Mah. VI of 2017), the Government of Maharashtra hereby amends the said notification, for the aforesaid purposes, as follows, namely :— In the said notification, in clause 12, in sub-clause (2), —
(i) for paragraph (a), the following paragraph shall be substituted, namely :— “(a) There shall be a committee consisting of the following member to recommend suitable names for appointment of the Vice-Chancellor, namely :—
(i) amember nominated by the Chancellor, who shall be a person of eminence in the sphere of higher education and shall be either an eminent scholar of national repute or a recipient of Padma Award in the field of education – Chairperson;
(ii) a person of eminence in the sphere of Higher education as a nominee of Provost- member;
(iii) a person of eminence in the sphere of Higher education and/ or the Director or Head of an institute of an organization of high repute nominated by the Parent Body - member;
(iv) a member nominated by the State Government, not below the rank of the Secretary or the Principal Secretary of Higher and Technical Education or an officer not below the rank of the Secretary of the Government of Maharashtra;
(v) a member nominated by the Chairperson of the University Grants Commission.”;

(ii) in paragraph (c),—
(a) after sub-paragraph (iii), the following sub-paragraph shall be inserted, namely :— “(iii-a) possess such educational qualifications and experience as may be specified by the University Grant Commission;”;
(b) in sub-paragraph (iv), for the words “educational qualifications’ the words “additional educational qualifications” shall be substituted.
