(१) भाग चार-अ—१ नियोजि निभाग मंत्ालय, मादाम कामा माग्ग, हुतात्मा राजगुरू चौक, मुंबई ४०० ०३२, ददनांक २४ एदरिल २०२३. अनिसूचिा सांख््ययकी संग्रहण अनिनियम, २००८. क्रमांक असांस-१३२२/रि.क्र.२५/का.१४१७.— केंद्र शासनाच्या सांख््ययकी संग्रहण अदिदनयम, २००८ च्या कलम ३ व ४ द्ारे ( २००९ चे ७) ददलेल्या अदिकाराचा वापर करून सांख््ययकी संग्रहण दनयम, २०११ च्या दनयम ५ व ७ अन्वये, महाराष्टट्र शासन सोबत जोडलेल्या अनुसूची १ मध्ये उल्लेख केलेल्या तपशीलानुसार सांख््ययकी पाहणी [ यापुढे अदिसूचनेत “वाद्ष्गक उद्ोग पाहणी २०२१-२२ (राज्य नमुना)” असे संबोिले गेले आहे ] याद्ारे वस्तुदनमा्गण व त्यासंबंदित अनु्षंदगक कायये यांची आकडेवारी संकलन करण्याचे आदेश देत आहे. २. महाराष्टट्र शासन उपरोक्त आदेशासंदभा्गत सोबत जोडलेल्या अनुसूची - २ मध्ये उल्लेख केलेल्या अदिकाऱ्यांची राज्याच्या भौगोदलक क्ेत्ातील उद्ोगासंबंिी सांख््ययकी मादहती गोळा करण्यासाठी सांख््ययकी अदिकारी म्हणून दनयुक्ती करीत आहे. ३. सबंदित साखं््ययकी अदिकाऱ्याद्ार ेरिादिकृत केलले्या व्यक्तींना रित्यके मादहतीदात्याद्ार ेददल्या गलेले्या मादहतीची पडताळणी, त्यासंबंिीच्या ले्ययांची / कागदपत्ांची पाहणी करणे व ते तपासणे तसेच आवश्यकतेनुसार त्यासंबंिी स्पष्ट्टीकरण मागणे या कामासाठी सांख््ययकी अदिकाऱ्याच्या काय्गक्ेत्ात दनयुक्त केले जाईल. या रित्येक मादहती गोळा करण्यासाठी रिादिकृत केलेल्या व्यक्तीकडे सबंदित सांख््ययकी अदिकाऱ्याने ददलेल्या छायादचत्ासह असलेले ओळखपत् दकंवा रिादिकार पत् सोबत असेल. ४. वाद्ष्गक उद्ोग पाहणी २०२१-२२ (राज्य नमुना) अंतग्गत मादहती देणाऱ्याकडून सोबत जोडलेल्या दवदहत नमुन्यात गोळा केलेल्या मादहतीची योग्य ती छाननी व तपासणी केल्यानंतर अर््ग व सांख््ययकी संचालनालय, दनयोजन दवभाग, महाराष्टट्र शासन यांच्या काया्गलयीन व्यक्तींकडून मादहतीचे संस्करण केले जाईल. ५. वाद्ष्गक उद्ोग पाहणी २०२१-२२ (राज्य नमनुा) च्या कोणत्याही कामाशी सबंंदित सव्ग व्यक्तींना साखं््ययकी सगं्रहण अदिदनयम, २००८ (२००९ चे ७) तसेच सांख््ययकी संग्रहण दनयम, २०११ मिील तरतूदीं लागू असतील. कोणत्याही सांख््ययकी अदिकाऱ्याला अदिदनयमाच्या कलम ४ च्या उप कलम (४) अर्वा (६) नुसार कोणतेही अदिकार देण्यात आलेले नाहीत. 2. isiraite "E208 KIN RE ibd] “Leo oR Shh he, bales} ‘Weblie b tek) (ber PIrolle 1épike b Hb] bbe Shit bebib 1-4) Iolite fe-h “ph Ie) PO NPP Pr iPbIBIe biSe bibRNS SoM bgp dR 00° bho : bit} “S% Sah] HRSS Hold “23-6 BA/edod ‘2 b-Oe WHI “bt p deh [» gre ‘> ble fe -21P. leis Khis}> PRIA ZobI3h GELTE/600¢6/ TIGHVIN “ON INU 2 महाराष्टट्र शासि राजपत्र, भाग चार-अ, गुरुिार ते बुििार, एनरिल २७-मे ३, २०२३/िैशाख ७-१३, शके १९४५ अिुसूची १ १. सांख््ययकी संकलि करण्याचा निर्य ि रियोजि.— वाद्ष्गक उद्ोग पाहणी २०२१-२२ (राज्य नमुना) द्ारे संघद्टत वस्तुदनमा्गण (ज्यात उत्पादन रिदक्रया, दुरुस्ती सेवा, वायु व पाणीपुरवठा आदण शीतगृहे या संबंदित कायाांचा समावेश आहे) क्ेत्ाची वाढ, रचना व संरचना सबंदित आकडेवारी गोळा केली जाते. २. सांख््ययकी संकलिासा्ठीचे भौगोनलक क्ेत्र.— सांख््ययकी संग्रहण अदिदनयम, २००८ (२००९ चे ७) अंतग्गत वाद्ष्गक उद्ोग पाहणी २०२१-२२ (राज्य नमुना) ही संपूण्ग महाराष्टट्रात केली जात आहे. ३. सांख््ययकी संकलिाची पद्धती.— रित्येक सांख््ययकी अदिकारी त्याच्या काय्गक्ेत्ांतग्गत मादहतीदात्यास सूचनापत् दनग्गदमत करेल. या सूचनापत्ात ज्या ददनांकापयांत मादहती पुरवावयाची आहे तो ददनांक, ज्या अदिकारी / काया्गलयास मादहती पुरवावयाची आहे ते अदिकारी / काया्गलय, ज्या घ्टक / घ्टकांसाठी मादहती पुरवावयाची आहे तो / ते घ्टक आदण मादहती पुरवण्याकरीताचे आवश्यक दवदहत नमुन्यातील रिपत् या बाबी दश्गदवलेल्या असतील. सांख््ययकी अदिकारी सूचनापत्ात उल्लेदखलेल्या इतर अ्टींच्या अदिन राहून नमुन्यातील मादहती / आकडेवारी ही इलेक्ट्ररॉदनक माध्यमातून नोंददवण्यासाठी मादहतीदात्यास अनुमती देऊ शकतात. ४. ज्यांच्याकडिू मानहती संकनलत केली जाणार अशा मानहतीदात्यांचे स्िरुप.— सांख््ययकी अदिकारी यांचेमार््फत कारखाना अदिदनयम, १९४८ अंत्गगत नोंदणीकृत कारखाने दकंवा दबडी आदण दसगारे्ट कामगार (रोजगाराच्या अ्टी) अदिदनयम, १९६६ अंतग्गत नोंदणीकृत आस्र्ापना दकंवा केंद्रीय दवद्ुत रिादिकरणाकडे नोंदणीकृत नसलेले दवद्ुत उपक्रम यांचे मालक दकंवा घ्टक ज्याच्या ताब्यात आहे यापैकी ज्याला सूचनापत् ददले जाईल, त्यांना घ्टकासंबंिी मादहती उपलब्ि करून द्ावी लागेल. एकाच समुहाच्या / व्यवस्र्ापनाच्या अंतग्गत असलेल्या दोन दकंवा अदिक घ्टकांसंबंिी मादहती घ्टकदनहाय वेगवेगळी उपलब्ि होत नसल्यास आदण अशा सार्यया इतर अ्टी ज्या सूचनापत्ात नमूद केल्या आहेत अशा बाबतीत सांख््ययकी अदिकारी मालक अर्वा ज्यांच्या ताब्यात तो घ्टक आहे त्या व्यक्तीकडून अशा घ्टकांची एकदत्त मादहती मागू शकतो. ५. साखं््ययकी सकंलि करण्याचा अपेनक्त कालाििी.— सचूनापत्ात सचूनाकत्या्गद्ार ेमादहती सादर करण्याबाबतचा ददनाकं नमूद केलेला असेल व तो सािारणपणे मे २०२३ ते ऑक््टोबर २०२३ या कालाविी दरम्यान असेल. ६. संदभ्ष कालाििी.— ददनांक १ एदरिल २०२१ ला सुरु होणारे व दद. ३१ माच्ग २०२२ रोजी संपणारे आदर््गक व्ष्ग दकंवा ददनांक १ एदरिल २०२१ आदण दद. ३१ माच्ग २०२२ रोजी दरम्यान कोणत्याही तारखेला संपणारे घ्टकाचे लेखाव्ष्ग यासाठी मादहती उपलब्ि करून देणे आवश्यक आहे. ७. संकनलत केल्या जाणाऱ्या मानहतीचे स्िरूप.— मादगतलेली मादहती ही सोबत जोडलेल्या दवदहत नमुन्यात संकदलत करण्यात येईल. त्यात मत्ा व दादयत्वे, रोजगार व रोजगारावरील खच्ग, जमा, खच्ग, दनदवष्ट्टी - वापरण्यात आलेला स्वदेशी दकंवा आयात माल, मु्यय उत्पादन व उप उत्पादने, दवतरणावरील खच्ग इत्यादींचा समावेश आहे. ८. मानहतीदात्यािे ज्या भार्ेत मानहती सादर केली पानहजे ती भार्ा.— मादहतीदाता सोबत जोडलेल्या नमुन्यात मराठी अर्वा इंग्रजी भा्षेमध्ये मादहती सादर करेल. ९. मानहतीदात्यासा्ठी बंिि.े— घ्टकाचा मालक दकंवा घ्टक ज्याच्या ताब्यात आह ेत्यास सबंंदित साखं््ययकी अदिकाऱ्याकडून रिाप्त झालले्या सचूनापत्ात नमदु केल्यारिमाण ेत्याचरिकारे व त्यात ददलले्या ददनाकंापयांत मादहती सादर करावी लागले. साखं््ययकी अदिकारी दकंवा त्यांनी रिादिकृत केलेल्या व्यक्तीस दनरीक्णासाठी संबंदित कागदपत्े उपलब्ि करून द्ावी लागतील तसेच मादगतलेल्या मादहती संदभा्गत दवचारलेल्या रिश्नांस उत्रे द्ावी लागतील. १०. व्यिसायासंबिी कागदपत्रे ि निरीक्णे होऊ शकतील अशा ले्ययांचे स्िरूप.— सांख््ययकी अदिकारी दकंवा त्याने रिादिकृत केलेली व्यक्ती घ्टकाच्या व्यवसायासंबिीची कागदपत्े, जसे ताळेबंद, नर्ा-तो्टा पत्क, हजेरी पत्क, श्रम तासांची नोंदवही, वेतन पत्क, उद्ोगाच्या / घ्टकाच्या संचालकांचा अहवाल अर्वा घ्टकाद्ारे सादर केलेल्या मादहतीच्या पृष्टट्यर््ग / समर््गनार््ग कोणत्याही अन्य वैिादनक दस्ताऐवजांचे दनररक्ण करु शकेल. ११. निरीक्णाची पद्धत.— संबंदित सांख््ययकी अदिकारी दकंवा त्यांनी रिादिकृत केलेली व्यक्ती, घ्टकाच्या कारभारांचे लेखे तसेच इतर कागदपत्े यांच्या आिारे घ्टकाकडून ददल्या गेलेल्या मादहतीची सत्यता पडताळू शकेल तसेच संबंदित मालक अर्वा घ्टक ज्याच्या ताब्यात आहे ती व्यक्ती दकंवा घ्टकाच्या व्यवस्र्ापनाने रिादिकृत केलेल्या व्यक्तीकडे त्या संबंिीचे स्पष्ट्टीकरण मागेल. “Bnlt Ind Pah? No. DES– 1322/C.R.25/Desk.1417.— In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009) read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Government of Maharashtra hereby directs the collection of statistics on manufacturing and related activities through a statistical survey (hereinafter referred to as “Annual Survey of Industries 2021-22 (State Sample”) as per the details mentioned in Schedule-I appended hereto.
2. The Government of Maharashtra hereby appoints the Officer as also his assignees in offices, mentioned in Schedule-II appended hereto, as Statistics Officer in respect of the geographical units mentioned therein for the purpose of collecting statistics with reference to the aforesaid direction.
3. The persons in the jurisdiction of the Statistics Officer authorized by the concerned Statistics Officer shall be engaged in verification of information furnished by each informant, for inspecting relevant records and for seeking clarifications, as may be necessary. Each person authorised to collect information shall carry a photo identity card or a letter of authorization issued by the concerned Statistics Officer.
4. The statistics collected in the Form appended herewith in respect of the Annual Survey of Industries 2021-22 (State Sample) furnished by the informants, after due verification and scrutiny, shall be processed by officials working at the Directorate of Economics and Statistics, under the Planning Department of the Government of Maharashtra.
5. All persons engaged in any activity in respect of the Annual Survey of Industries 2021-22 (State Sample) are governed by the provisions of the Collection of Statistics Act, 2008 (7 of 2009) and the Collection of Statistics Rules, 2011, framed thereunder. No power has been delegated to any Statistics Officer under sub-section (4) or (6) of section 4 of the said Act.
SCHEDULE I
1. Subject and purpose for collection of statistics.— Statistics relating to the growth, composition and structure of organized manufacturing sector, comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage, is collected through Annual Survey of Industries 2021-22 (State Sample).
2. Geographical area for collection of statistics.— The Annual Survey of Industries 2021-22 (State Sample) shall be conducted in the whole of the State of Maharashtra under the Collection of Statistics Act, 2008 (7 of 2009).
3. Method of data collection.— A notice shall be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the date by which, the officer or officers to whom, the unit or units for which, and the forms in which information is required to be furnished. The Statistics Officer may permit an informant to file the information in electronic form, subject to such other conditions that he may specify in the notice.
4. Nature of informants from whom data may be collected.— The owner or occupier of factories registered under the Factories Act,1948 or of establishments registered under the Beedi and Cigar Workers (Conditions of Employment) Act, 1966 or the electricity undertaking with the Central Electricity Authority (CEA) to whom the notice has been issued by a Statistics Officer shall furnish information about the unit. The persons in the jurisdiction of the Statistics Officer authorized by the concerned Statistics Officer shall be engaged in verification of information furnished by each informant, for inspecting relevant records and for seeking clarifications, as may be necessary. Each person authorised to collect information shall carry a photo identity card or a letter of authorization issued by the concerned Statistics Officer.
4. The statistics collected in the Form appended herewith in respect of the Annual Survey of Industries 2021-22 (State Sample) furnished by the informants, after due verification and scrutiny, shall be processed by officials working at the Directorate of Economics and Statistics, under the Planning Department of the Government of Maharashtra.
5. All persons engaged in any activity in respect of the Annual Survey of Industries 2021-22 (State Sample) are governed by the provisions of the Collection of Statistics Act, 2008 (7 of 2009) and the Collection of Statistics Rules, 2011, framed thereunder. No power has been delegated to any Statistics Officer under sub-section (4) or (6) of section 4 of the said Act.
SCHEDULE I
1. Subject and purpose for collection of statistics.— Statistics relating to the growth, composition and structure of organized manufacturing sector, comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage, is collected through Annual Survey of Industries 2021-22 (State Sample).
2. Geographical area for collection of statistics.— The Annual Survey of Industries 2021-22 (State Sample) shall be conducted in the whole of the State of Maharashtra under the Collection of Statistics Act, 2008 (7 of 2009).
3. Method of data collection.— A notice shall be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the date by which, the officer or officers to whom, the unit or units for which, and the forms in which information is required to be furnished. The Statistics Officer may permit an informant to file the information in electronic form, subject to such other conditions that he may specify in the notice.
4. Nature of informants from whom data may be collected.— The owner or occupier of factories registered under the Factories Act,1948 or of establishments registered under the Beedi and Cigar Workers (Conditions of Employment) Act, 1966 or the electricity undertaking with the Central Electricity Authority (CEA) to whom the notice has been issued by a Statistics Officer shall furnish information about the unit. 5. Period during which collection of statistics may be completed.— The date for submission of information by each informant shall be mentioned in the notice and it would generally fall during the period from May 2023 to October 2023.

He shall also furnish relevant records for inspection and answer the questions in relation to the information sought, as may be required by the Statistics Officer or a person authorized by him.

Nature of business records and other records which may be inspected.— The business records of a unit, such as balance sheet, profit and loss account, muster rolls, attendance register, labour register, pay rolls, Company Director’s report or any other legal document in support of the information furnished by the unit may be inspected by the Statistics Officer or a person authorized by him.
