[When an order is made under section 3 for obtaining supply of water from any well, the owner, who complies with the order, shall be paid such amount as my be fixed by agreement between the owner and the requisitioning authority:

Provided that, such amount shall not exceed the maximum limit as may be fixed, by an order in this behalf, by the State Government, from time to time.]
