In cases in which the Dy. Director is empowered to issue a certificate under section-8 without further reference the certificate shall ordinarily be issued within 48 hours of the completion of the inspection. Where the Dy. Director proposed to issue a provisional order under section-9 pending the issue or refusal of the certificate, he shall satisfy himself that the economiser is fit to be worked at the minimum pressure and for the period entered in the provisional order. The fact of the issue of a provisional order shall be reported immediately to the Director.
