[14-A. Penalties.- Whoever contravenes the provisions of this Act, other than section 9, shall, on conviction, be punished with a fine which may extend to one thousand rupees [and shall also be liable for disciplinary action in accordance with the relevant service rules and directions issued by the Central Government under section 27 of Central Act.]
