Where the land has been vested in the State Government under section 18, it shall be lawful for the [Land Acquisition Officer or the Highway Authority or any person authorised by them] in this behalf, to enter and do other act necessary upon the land for carrying out the building maintenance, management or operation of a highway or a part thereof, or any other work connected therewith.
