The members and Secretary of a Board, the Inquiry Officer and any officer or person authorised or appointed by the Board [or the Company], the Collector, [the District Superintendent Agriculture Officer] or the [State] Government under sub-section (2) of section 4, sub-section (1) of section 11, * * * section 16, [section 21] or sub-section (2) of section 25, as the case may be, shall be deemed to be public servants within the meaning of the Indian Penal Code (XLV of 1860).
