Daily allowance may not be drawn for any day on which a Minister does not reach a point outside a radius of 8 kilometers from Bombay or Nagpur, if that place is appointed for the purposes of section 9 or beyond the limits of the Municipal Corporation of Greater Bombay or of the City of Nagpur, whichever is further, or return to Bombay or Nagpur, as the case may be, from a similar point.
Explanation.—(1) This rule does not apply to a journey which is continued without interruption to a point more than 8 kilometers from Bombay or Nagpur or beyond the limits mentioned in this rule, whichever is further even though at the expiration of the day (midnight) on which the journey was commenced, the Minister had not reached such a point.
(2) A Minister may make a journey between two stations, the distance between whose points exceeds 8 kilometers and daily allowance in respect of such a journey shall be admissible only if the conditions prescribed in this rule are satisfied.
