A minister travelling on tour on public business within 8 kilometers of Bombay or within the limits mentioned in rule 22 21, whichever is farther, shall not be entitled to daily or mileage allowance, but may recover the actual amount limited to the daily allowance which he may have spent in payment of ferry and other tolls, if any ;
