No. ZPA. 2012/1069/CR-217(1)/PR-1. – Whereas, by Government Notification, Revenue and Forest Department, No. Pra.phe.B-1108/C.R.167/Thane/M-10, dated the 31st July 2014, issued under section 4 of the Maharashtra Land Revenue Code, 1966 (Mah. XLI of 1966), the existing Revenue District of Thane has been split up to constitute two new Revenue Districts of Thane and Palghar;
And whereas, under section 4 of the Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961 (Mah. V of 1962) (hereinafter referred to as “the said Act”), every local area formed or constituted into a district under the said Code (but excluding therefrom the limits of a municipal corporation, municipality, a cantonment or a notified area committee, constituted or established by or under any law for the time being in force) shall be a District for the purposes of the said Act;
And whereas, in view of the constitution of two new Revenue Districts of Thane and Palghar as aforesaid, it is necessary to constitute two new Districts for the purposes of the said Act which shall correspond to the aforementioned two new Revenue Districts.
Now, therefore, in exercise of the powers conferred by section 6 and clause (a) of sub-section (1) of section 254 of the said Act, the Government of Maharashtra, with effect from the 1st day of August, 2014 hereby,—
(a) divides the existing District of Thane into the Thane and Palghar Districts with the limits co-extensive with the limits of the new Revenue Districts of Thane and Palghar respectively (excluding the limits, if any, of a municipal corporation, municipality, a cantonment or a notified area committee, constituted or established by or under any law for the time being in force); and
(b) directs that there shall be a Zilla Parishad for each of the new Districts of Thane and Palghar.

No. ZPA. 2012/1069/CR-217(2)/PR-1.—Whereas, by Government Notification, Rural Development and Water Conservation Department No. ZPA. 2012/1069/CR-217(1)/PR-1, dated the 31st July 2014 , issued under section 6 and clause (a) of sub-section (1) of section 254 of the Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961 (Mah. V of 1962) (hereinafter referred to as “the said Act”), two new Districts of Thane and Palghar with the limits co-extensive with the limits of the revenue Districts of Thane and Palghar respectively (excluding the limits, if any, of a municipal corporation, municipality, a cantonment or a notified area committee constituted or established by or under any law for the time being in force) have been constituted with effect from the 1st day of August, 2014 ;
And whereas, it is necessary to constitute Blocks in each of the aforesaid two Districts.
Now, therefore, in exercise of the powers conferred by clause (c) of article 243 of the Constitution of India read with section 5 of the said Act, the Government of Maharashtra hereby constitutes in every District specified in column (2) of the Schedule hereto, the number of Blocks specified against them in column (4) thereof with the names specified in the same column, and the limits comprising the local areas specified against each of them in column (3) of the said Schedule and for that purpose amends the Government Notification, Rural Development and Water Conservation Department No. PSE. 1096/CR-114/05, dated the 19th September 1996, as follows, namely:— In the Schedule to the said notification, for the entry at Serial No. 1, relating to “THANE” District, the following entries shall be substituted, namely:—

No. ZPA. 2012/1069/CR-217(3)/PR-1.—Whereas, by Government Notification, Rural Development and Water Conservation Department, No. ZPA. 2012/1069/CR-217(1)/PR-1, dated the 31st July 2014 issued under section 6 and clause (a) of sub-section (1) of section 254 of the Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961 (Mah. V of 1962) (hereinafter referred to as “the said Act”), two new Districts of Thane and Palghar have been constituted by dividing the former District of Thane and a successor Zilla Parishad has been established for each of the said new Districts;
And whereas, by reason of such division, the former District of Thane stood split-up into two Districts during the term of office of the Councillors of the Thane Zilla Parishad;
And whereas, in the circumstances aforesaid, the State Government is competent to provide for the appointment of Administrators to exercise the powers and to perform the functions of the successor Zilla Parishads including those of the Panchayat Samitis, the Standing Committees or Subject Committees or other Committees appointed, if any, until such Zilla Parishads are in the due course constituted under the said Act.
Now, therefore, in exercise of the powers conferred by clause (iv) of sub-section (2) of section 255 of the said Act, the Government of Maharashtra hereby appoints with effect from the 1st day of August 2014 the officers mentioned in column (1) of the Schedule hereto to perform the duties and functions of the successor Zilla Parishads including those of the Panchayat Samitis, the Standing Committees or Subject Committees or other Committees appointed, if any, respectively specified against them in column (2) thereof until such respective Zilla Parishads, are in due course constituted under the said Act.
