NOTIFICATION MAHARASHTRA PUBLIC UNIVERSITIES ACT, 2016.
No. PARINI- 2018/C. R. No. 103/VISHI-2.–– In exercise of the powers conferred by sub-section
(10) of section 72 read with clause (f) of sub-section (2), clause (f) of sub-section (3) and sub-clause (v)of clause (b) of sub-section (4) of section 99 of the Maharashtra Public Universities Act, 2016 (Mah. Act No.
VI of 2017), the Government of Maharashtra hereby, prescribes the following Uniform Statute relating to nomination of students from National Service Scheme, National Cadet Corps, Sports and Cultural activities on Students’ Council, namely :— UNIFORM STATUTE NO. 7 OF 2018.
1. Short title.––This Statute may be called the Maharashtra Public Universities (Nomination of students from National Service Scheme, National Cadet Corps, Sports and Cultural activities on Students’ Council) Uniform Statute, 2018.
2. Nomination of students on Students Council :–– The nomination from National Service Scheme, National Cadet Corps, Sports and Cultural Activities to University Department Students’ Council/ College Students’ Council / University Students’ Council shall be done by the Vice Chancellor on the basis of outstanding performance of the highest level by a student in the respective activities in the preceding academic year as prescribed herein below –
(1) From National Service Scheme :––The student shall have participated for at least one year in the National Service Scheme programme as enrolled volunteer and shall have attended minimum 120 hours of work in the year and attended at least one camp of minimum seven days duration. Such student shall have the highest level of performance/achievement in the participation of camps, competitions, parades and any other event at Regional / State / National / International level as National Service Scheme volunteer of the college or institution or University Department, as the case may be, in the preceding year.
(2) From National Cadet Corps :––The student shall have undergone formal NCC training in Senior Division for at least one year and shall have attended at least 75% of NCC parades and shall have attended at least one NCC Annual Training Camp (ATC). Such student shall have the highest level of performance/ achievement in the NCC ‘B’ / ‘C’ certificate examination and/or in the participation of camps, competitions, parades and other event at Regional / State / National / International level as NCC Cadet of the college or institution or University Department, as the case may be in the preceding year.
(3) From Sports :––The student shall have represented the college in the inter-collegiate tournaments at least once. Such student shall have the highest level of performance/achievement as the individual or team representative of the College/ institution /University Departments in the sports tournaments, competitions, events at the inter-collegiate / inter-zone / inter-university sports tournaments organized by the university or Association of Indian Universities or the State or Central Government authorities as the representatives of the college or institution or University, as the case may be, in the preceding year :
Provided that, in case of non-availability of the facilities at the college or institution or University Department, as the case may be for a particular type of sports, a student participating in the sports event as above shall be considered eligible for such nomination, even if he is not representing the college or institution or University Department, as the case may be.
(4) From Cultural Activities :––A student shall have the highest level of performance/achievement as an individual or team representative of college or institution or University Department, as the case may be, in the cultural competitions and events such as dance, drama, music, elocution, debate, 4 ¨É½þÉ®úɹ]Åõ ¶ÉɺÉxÉ ®úÉVÉ{ÉjÉ +ºÉÉvÉÉ®úhÉ ¦ÉÉMÉ SÉÉ®ú-¤É, +ÉìC]õÉä¤É®ú 26, 2018/EòÉÌiÉEò 4, ¶ÉEäò 1940 literature, fine arts, etc. organized by the University or Association of Indian Universities or any State or Central Government Authorities (events like – youth festival, Indradhanushya, State or National youth festival) at the inter-collegiate or inter-zone or inter-university or State or National or International level as the representatives of the college or institution or University Department, as the case may be, in the preceding year.
3. The student to be nominated shall have cleared all heads of passing in the preceding year without any backlog and / or benefit of ATKT.
4. The President of University Students’ Council shall nominate such students to University Students’ Council in consultation with Director of Students’ Development. For this purpose, the list of nominated students of N.S.S., N.C.C., Sports and Cultural Activities of all colleges, institutions and University Departments shall be collected at the University and therefrom the student with highest level of performance/ achievement in that category shall be nominated.
5. While making the nominations, in case of equality of the highest performance/achievement, the candidate of higher class in the preceding year shall be given preference in nomination and if equality persists even thereafter, the candidate with higher academic performance in the preceding year shall be given preference.
