Whoever in any place [in any area for which a Commissioner has not been appointed] cruelly beats, goads, overworks, ill-treats or tortures, or causes or procures to be cruelly beaten, goaded, over-worked, ill-treated or tortured any animal, shall, on conviction, be punished with imprisonment which may extend to one month or with fine which may extend to [two thousand five hundred rupees,] or with both.
