The Chief Inspector may subject to the provisions of sub-rule (2) direct that any person detained in a Receiving Centre or Certified Institution shall be transferred to another Receiving Centre or Certified Institution in the State subject to the following conditions, namely i~
(i) every such direction shall be issued with due regard to the accommodation available ;
(ii ) no such direction shall be issued except on— \.

(a) a report from the Medical Officer recommending the transfer of such person on medical or hygenic grounds, or
