The provisions of the Workmen's Compensation Act, 1923, and the rules made thereunder, shall mutatis mutandis apply to the registered Security Guards employed in any factory or establishment ; and for that purpose they shall be deemed to be workmen within the meaning of that Act ; and in relation to such workmen, employer shall mean where a Board makes payment of wages to any such workmen, the Board, and in any other case, the [principal employer] as defined in this Act.
