140. Power of [State] Government to prohibit, regulate or control consumption or use of intoxicants, etc., in public place.- The [State] Government may, by general or special order, prohibit, regulate or control, subject to such conditions as may be specified in the order, the consumption or use of any intoxicant or hemp, in any public place.
