क्रमांक संकीर््ण-३७२२/प्र.क्र. ४०/का १२.— ज््ययाअर्थी, सेवा किंवा लाभ किंवा अर््थसहाय््य यांचे वितरण करण््ययासाठी ओळख पटविण््ययाचा दस््तऐवज म््हणून, आधारचा वापर केल््ययामुळे, राज््य शासनाची वितरण प्रक्रिया सुलभ होते, त््ययात पारदर््शकता व कार््यक्षमता येते आणि लाभार््थ््याांना त््ययाांचे हक््क, सोईस््कर व अखंड रीतीने आणि एखाद्या व््यक््ततीची ओळख पटविण््ययासाठी बहुविध दस््तऐवज सादर करण््ययाची गरज टाळून थेटपणे मिळणे शक््य होते ;
आणि ज््ययाअर्थी, आदिवासी विकास विभाग, आदिवासी विद्यार््थ््याांना नामांकित इंग्रजी माध््यमाच््यया शाळांमध््यये दर्जेदार शिक्षण पुरविण््ययासाठी “आदिवासी विद्यार््थ््याांसाठी शासकीय नामांकित योजना” (यात यापुढे ज््ययाचा निर्देश “योजना” असा केलेला आहे) याचे व््यवस््थथापन करीत असून, त््ययाची अंमलबजावणी आयुक््त, आदिवासी विकास विभाग, नाशिक (यात यापुढे ज््ययाचा निर्देश, “अंमलबजावणी अभिकरण” असा केलेला आहे) यांच््ययामार््फत करण््ययात येत आहे ;
आणि ज््ययाअर्थी, नामांकित शाळांमधील प्रवेशाच््यया स््वरूपातील लाभ या योजनेेंतर््गत, वर््ग १ ते वर््ग १२ मध््यये शिकणाऱ््यया विद्यार््थ््याांना (यात यापुढे ज््ययाांचा निर्देश, “लाभार्थी” असा केलेला आहे) मोफत निवास व््यवस््थथा, भोजन, लेखनसामग्री व व््यक््ततिगत निर््ववाह जीवनावश््यक बाबीींचा लाभ (यात यापढेु ज््ययाचा निर्देश, “लाभ” असा केललेा आह)े विद्यमान योजनचे््यया मार््गदर््शक तत््त््वाांनसुार, अंमलबजावणी अभिकरणाकडून दिला जातो ;
आणि ज््ययाअर्थी, उपरोक््त योजनेमध््यये महाराष्टट्र राज््ययाच््यया एकत्रित निधीमधून केलेल््यया आवर्ती खर््चचाचा अंतर््भभाव आहे;
2 महाराष्टट्र शासन राजपत्र असाधारण भाग चार-ब, ऑगस््ट २, २०२२/श्रावण ११, शके १९४४ त््ययाअर्थी, आता, आधार (वित्तीय व इतर अर््थसहाय््य, लाभ, सेवा यांचे लक्ष्यित वितरण) अधिनियम, २०१६ (२०१६ चा १८) (यात यापुढे ज््ययाचा निर्देश, “उक््त अधिनियम” असा केलेला आहे) याच््यया कलम ७ च््यया तरतुदीींनुसार आणि शासकीय अधिसूचना, आदिवासी विकास विभाग क्रमांक संगणक-२०१९/ प्र.क्र.१४/ संगणक कक्ष, दिनांक ५ मार््च २०२० चे अधिक्रमण करून, महाराष्टट्र शासन, याद्वारे, पुढीलप्रमाणे अधिसुचित करीत आहे :— १. (१) योजनेखालील, लाभ मिळण््ययासाठी इच््छछुक असणाऱ््यया बालकास, याद्वारे, आधार क्रमांक धारण केलेला असल््ययाचा पुरावा सादर करणे किंवा आधार क्रमांकाचे अधिप्रमाणन करून घेणे आवश््यक असेल.
(२) जो बालक आधार क्रमाकं धारण करीत नाही किवा जिन ेअद्याप आधारसाठी नाव नोोंदणी केललेी नाही अशा या योजनेखालील लाभ मिळविण््ययासाठी इच््छछुक असलले््यया कोणत््ययाही बालकाने, लाभार्थी बालकाच््यया बाबतीत त््ययाच््यया आई-वडिलांच््यया किवा पालकाचं््यया संमतीच््यया अधीन राहून, आधार नाव नोोंदणीकरिता अर््ज करणे आवश््यक असेल : परंतु, तो बालक उक््त अधिनियमाच््यया कलम ३ नुसार आधार क्रमांक प्राप््त करण््ययासाठी हक््कदार असला पाहिजे आणि असा बालक,आधार नाव नोोंदणी करून घेण््ययासाठी कोणत््ययाही आधार नाव नोोंदणी केेंद्रास [भारतीय अनन््यसाधारण ओळख प्राधिकरण (यूआयडीएआय) संकेतस््थळ: www.uidai.gov.in] येथे सूची उपलब््ध आहे येथे भेट देऊ शकेल.
(३) आधार ( नाव नोोंदणी व अद्ययावत करणे) विनियम, २०१६ याच््यया विनियम १२ नुसार, विभागाने, त््ययाच््यया अंमलबजावणी अभिकरणांमार््फत, ज््ययाांनी अद्याप आधारसाठी नाव नोोंदणी केललेी नाही अशा लाभार््थ््याांकरिता आधार नाव नोोंदणी सवुिधा देणे आवश््यक आहे आणि जर संबंधित गटात किंवा तालुक््ययात किंवा तहसिलात कोणतेही आधार नाव नोोंदणी केेंद्र स््थथित नसेल तर, विभाग, त््ययाच््यया अमंलबजावणी अभिकरणामार््फत, युआयडीएआयच््यया विद्यमान प्रबधंकाच््यया समन््वयान ेकिवा त ेस््वतः यआुयडीएआयच ेप्रबधंक होऊन सोयीच््यया ठिकाणी आधार नाव नोोंदणी सुविधा पुरवील :
परंतु, बालकास आधार क्रमांक नेमून देईपर्यंत, आवश््यक असलेले दस््तऐवज सादर करण््ययास अधीन राहून, अशा बालकाला योजनेखालील लाभ देण््ययात येतील.
(क) जर पाच वर्षे वय पूर््ण झाल््ययानंतर, बालकाचे नाव नोोंदविण््ययात आले असेल (बायोमेट्रिक नमुन््ययासह) तर, त््ययाची आधार नाव नोोंदणी ओळख चिठ्ठी किंवा बायोमेट्रिक अद्ययावत ओळख चिठ्ठी; आणि (ख) पुढील दस््तऐवजांपैकी कोणताही एक दस््तऐवज :— (एक) जन््म दाखला; किंवा समुचित प्राधिकरणाने दिलेला जन््ममाचा अभिलेख;
(दोन) माता-पित््ययाचे नाव अंतर््भभूत असलेले शाळेच््यया मुख््ययाध््ययापकाने यथोचितरित््यया स््ववाक्षरी केलेले शाळेचे ओळखपत्र; आणि (ग) विद्यमान योजनचे््यया मार््गदर््शक तत््त््वाांनसुार मातापित््ययाशी किवा कायदशेीर पालकाशंी असलेल््यया लाभार््थ््याांच््यया नातसेबंधंाचा पुरावा म््हणून पुढीलपैकी कोणताही एक दस््तऐवज :— (एक) जन््म दाखला; समुचित प्राधिकरणाने दिलेला जन््ममाचा अभिलेख.
(दोन) शिधापत्रिका.
(तीन) माजी सैनिक अंशदायी आरोग््य योजना (ईसीएचएस) पत्रिका, किंवा राज््य कामगार विमा महामंडळ (ईएसआयसी) पत्रिका, किंवा केेंद्र सरकार आरोग््य योजना (सीजीएचएस) पत्रिका.
(चार) निवृत्तीवेतन पत्रिका.
(पाच) सेना कँन््टटिन पत्रिका.
(सहा) कोणतेही सरकारी कुटुंब हक््कपत्र.
(सात) विभागाने विनिर््ददिष््ट केल््ययाप्रमाणे इतर कोणताही दस््तऐवज :
परंतु आणखी असे की, त््यया प्रयोजनार््थ विभागाने विशेषरीत््यया पदनिर्देशित केलेल््यया अधिकाऱ््ययाकडून वरील दस््तऐवज तपासण््ययात येतील.
महाराष्टट्र शासन राजपत्र असाधारण भाग चार-ब, ऑगस््ट २, २०२२/श्रावण ११, शके १९४४ 3 २. या योजने अंतर््गत, लाभार््थ््याांना सुलभतेने लाभ पुरविण््ययाच््यया दृष््टटीने, उक््त आधारच््यया आवश््यकतेची लाभार््थ््याांना जाणीव करून दणे््ययाकरिता माध््यमामंार््फत व््ययापक प्रसिद्धी दणे््ययात येईल याची सनुिश््चचिती करण््ययासाठी विभाग, अमंलबजावणी अभिकरणामार््फत आवश््यक त््यया सर््व व््यवस््थथा करील.
३. जेव््हहा लाभार््थ््याांच््यया निकृष््ट बायोमेट्रिक््समुळे किंवा इतर कोणत््ययाही कारणांमुळे आधार अधिप्रमाणन निष््फळ ठरेल तेव््हहा अशा सर््व प्रकरणी, पुढील सुधारात््मक कार््यतंत््राांचा अंगीकार करण््ययात येईल :— (क) बोटाच््यया ठशाचंा दर््जजा निकृष््ट असले अशा बाबतीत, अधिप्रमाणनासाठी डोळ््ययातील बबु््बबुळाची प्रतिमा स््ककॅन करण््ययाची (आयरिस स््ककॅन) किंवा चेहऱ््ययाचे अधिप्रमाणन करण््ययाची सुविधा अंगीकारण््ययात येईल, त््ययाद्वारे, विभाग, त््ययाांच््यया अंमलबजावणी अभिकरणामार््फत अखडंरीतीन ेलाभ दणे््ययासाठी बोटाचं््यया ठशाच््यया अधिप्रमाणनसह डोळ््ययातील बबु््बबुळाची प्रतिमा स््ककॅन करण््ययासाठी (आयरिस स््ककॅनर) किंवा चेहऱ््ययाचे अधिप्रमाणनासाठी तरतुदी करील ;
(ख) बोटाचे ठसे घेणे किंवा डोळ््ययातील बुब््बबुळाची प्रतिमा स््ककॅन करणे (आयरिस स््ककॅन) किंवा चेहऱ््ययाचे अधिप्रमाणन करणे यांमार््फत बायोमेट्रिक अधिप्रमाणन यशस््ववी होत नसेल अशा बाबतीत, जेव््हहा जेव््हहा सुसाध््य व अनुज्ञेय असेल तेव््हहा, आधार एक वेळ परवलीचा शब््द (वन टाइम पासवर््ड) किंवा यथास््थथिति, मर््ययादित काळासाठी वैधता असलेला वेळ आधारित एक वेळ परवलीचा शब््द (वन टाइम पासवर््ड) याद्वारे अधिप्रमाणन करण््ययात येईल ;
(ग) जेव््हहा बायोमेट्रिक किंवा आधार एक वेळ परवलीचा शब््द (पासवर््ड) किंवा वेळ आधारित एक वेळ परवलीचा शब््द (पासवर््ड) शक््य नसेल तेव््हहा अशा इतर सर््व बाबतीत, योजनेखालील लाभ, प्रत््यक्ष आधार पत्राच््यया आधारे देता येतील, त््ययाची अधिप्रमाणता आधार पत्रावर मदु्रित केलले््यया शीघ्र प्रतिसाद सकेंताकंामार््फत (क््ययूआरकोड) पडताळता यऊे शकेल आणि विभागाद्वारे अमंलबजावणी अभिकरणामार््फत (एजन््ससीमार््फत) सोईस््कर ठिकाणी शीघ्र प्रतिसाद सकेंताकं (क््ययूआरकोड) वाचकाची आवश््यक ती व््यवस््थथा करण््ययात येईल.
४. यात यावर काहीही अंतर््भभूत असले तरी, कोणत््ययाही बालकास, अधिप्रमाणन करून त््ययाद्वारे त््ययाची ओळख सिद्ध करण््ययास किंवा आधार क्रमांक धारण करीत असल््ययाचा पुरावा देण््ययास निष््फळ ठरल््ययास अथवा नाव नोोंदणीसाठी अर््ज करून देखील ज््ययाला आधार क्रमांक नेमून दिलेला नाही अशा बालकाच््यया बाबतीत, योजनेखालील लाभ नाकारण््ययात येणार नाहीत. परिच््छछेद १ च््यया उप- परिच््छछेद (३) च््यया परंतुकाच््यया खंड एक (ख) व एक (ग) मध््यये नमूद केल््ययाप्रमाणे, इतर दस््तऐवजांच््यया आधारे त््ययाची ओळख पडताळून त््ययाद्वारे त््ययाला लाभ देण््ययात येईल आणि जेव््हहा अशा इतर दस््तऐवजांच््यया आधारे लाभ दिले जातात तेव््हहा त््ययाचा अभिलेख ठेवण््ययासाठी स््वततं्र नोोंदवही ठेवण््ययात यईेल, जिच ेविभागाद्वार ेत््ययाांच््यया अंमलबजावणी अभिकरणामार््फत (एजन््ससीमार््फत) नियतकालिक पुनर््वविलोकन आणि लेखापरीक्षण करण््ययात येईल.

NOTIFICATION AADHAAR (TARGETED DELIVERY OF FINANCIAL AND OTHER SUBSIDIES BENEFITS AND SERVICES ) ACT, 2016.
No. Sankirn-3722/C.R.No.40/Desk 12.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one’s identity ;
And whereas, the Tribal Development Department, is administering the “Namankit Scheme” (hereinafter referred to as the Scheme) to provide quality education to tribal students in renowned English medium schools , which is being implemented through the Commissioner, Tribal Development Department, Nashik (hereinafter referred to as “the Implementing Agency”) ;
And whereas, under the Scheme, in-kind benefits in the form of admission to Namankit Schools, free accommodation, food, and other essential benefits (hereinafter referred to as “the benefits”) are given to the students studying from Class 1 to Class 12 who are admitted in the private schools empanelled with Tribal Development Department (hereinafter referred to as “the beneficiaries”) as per the extant Scheme guidelines ;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of the Government of Maharashtra ;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), and by repealing the Government Notification, Tribal Development Department No. Computer-2019/C.R. No. 14/Computer Section, dated the 5th March 2020 the Government of Maharashtra hereby notifies the following, namely :—
1. (1) The beneficiaries desirous of availing the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undertake Aadhaar authentication.
(2) The beneficiaries desirous of availing the benefits under the Scheme, who do not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such beneficiary shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves :
Provided that till the time Aadhaar is assigned to a child, the benefits under the Scheme shall be given to such student subject to production of the following documents, namely :—
(a) if the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of bio-metric update identification slip; and
(b) any one of the following documents, namely :—
(i) Birth Certificate; or Record of birth issued by the appropriate authority

(c) any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:–
(i) Birth Certificate; or Record of birth issued by the appropriate authority
(ii) Ration Card
(iii) Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees’ State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card
(iv) Pension Card
(v) Army Canteen Card
(vi) any Government Family Entitlement Card
(vii) any other document as specified by the Department
Provided further that the above documents shall be verified by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure publicity of this scheme through media in order to make the beneficiaries aware about the necessity of aadhaar authentication.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely :—
(a) in case of poor fingerprint quality, IRIS scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner ;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, if feasible and admissible the authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered ;
(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefits under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefits shall be given to him by verifying his identity on the basis of other documents as mentioned in clauses (b) and (c) of the proviso of subparagraph (3) of paragraph 1, and where benefits are given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Department through its Implementing Agency.
