Section 22: Incentive grallts

In addition to the maintenance grant, incentive grants may be paid to a library at the rate and for the purposes specified below:- A. Incentive grant for enrollillg additional members.-A grant of Rs. 6 per enrolment of each additional member in the year for which the maintenance grant is paid, subject to the foHowing conditions :-

(i) The additional member is a member of the library continuously for the period of one year;

(ii) The additional member has subscribed in full for the entire period of his membership :

Provided that the amount of incentive grant for additional memhers shaH be equal to the subscription paid by additional member during that year, if it is less than Rs. 6.

B. Incentive grant for purchase of books.-A recognised library may be paid additional grant at the rate specified below provided the Na 5007-3a "Ott uc" Class of the Library HB" 10 library purchases more books from the lists of books issued by the Director ;- Rate at which additional grants is payable 25 ,per cent. of the cost of additi'onal books purchased:

50 per cent. of the cost of additional buoks purchased;

Provided that a public library having 5,000 or more books shall not be eligible for incentive grant for purchase of books.

75 per cent. of the cost of additional books purchased:

Provided that a public library having 1,000 or more b'Joks shall not be eligible for incentive grant for purchase of books :

Provided further that--

(i) the incentive grants on books should be paid to a library only till it becomes eligible to be classified as belonging to the nex.t higher class:

(ii) the total amount of regular grant and incentive grant admissible to a library should not ex.ceed the grant admissible to a library belong­ ing to the next higher class.

C. Grallt for special purposes.-On the recommendation of the State Library Council. a recognised library may be paid a special grant of an amount not exceeding Rs. 10,000 (being a grant in addition to the maintenance grant. incentive grant. building and equipment grant etc.)

for special purposes, that is to say,-

(i) for the purchase of books on special occasions. such as. a centen­ a:-y celebration of an author who. in the opinion of the Director. is \)f great eminence:

(it) for commemoration of services rendered by recognised public library for a considerable period. by organising special functions such as, its silver, golden or centenary etc. celebrations:

(iiI) for the erection of a special section in a recognised library, ~n memory of a man of letters or a person who, in the opinion of the Director. is of great eminence or outstanding merit.
