creed, sex, place of birth or descent;
(3) the premises of the Library is sulliciently he:lIthy, well-lighted and ventilated and contains su!licient accomm;ldation, furniture and equipmelit for use as a Public Library and has satisfactory sanitary arrangements;
(4) the Library is situated in a village or town with not less than 500 population; and
(5) the Director is s;ltisfied that the Lihr:lr~r is necessary to serve tl:c needs of the locality,
