8. Certificate of recognition—On the recognition ol a public library association, the Director shall grant to the managemeni a certificate of recognuon in Form ‘B’ in Schedule 1, und require the management (o observe the conditions sp:cified in the certificate.

Provided that, nothing in this rules shall prevent the manacement from n:aking a fresh application for recognition under these rules.
10, Withdrawal of recegnition—If the Director is 'satisfied tha: the management of any recognised public library association has committed breach of any of the conditions of recognition under rule 5 or 6. or has failed to observe any of the conditions speufied in the certificate of recognition, he may. for reasons to be recorded in writing and after givinz the manavement an opportunity of being heard, by order withdraw the recognition :
and the Certificate of Recognition granied 1o the management shall stand cancelled. The Director shall forthwith send a copv of such order 10 the management by registered post
