क्रमांक जिपनि-२०२५/प्र.क्र.१२/पंरा-२.--ज्याअर्थी, मा. सर्वोच्च न्यायालयातील विशेष अनुमती याचिका क्रमांक १९७५६/२०२१ प्रकरणी मा. सर्वोच्च न्यायालयाने दिनांक ६ मे २०२५ रोजी पारित आदेशास अनुसरुन ग्रामविकास विभाग, शासन अधिसूचना क्रमांकःजिपनि-२०२१/प्र.क्र.११७/पं.रा.२, दिनांक 30 सप्टेंबर २०२२ अन्वये निश्चित केलेल्या आरक्षणाचा ज्या जिल्हा परिषदांनी लाभ घेतलेला नाही अशा जिल्हा परिषदांचे आरक्षण रद्द करुन, ग्रामविकास विभाग, शासन अधिसूचना क्रमांक जिपनि-२०२५/प्र.क्र.१२/ पंरा-२, दिनांक ९ सप्टेंबर २०२५ अन्वये राज्यातील अनुसूचित जाती, अनुसूचित जमाती, नागरिकांचा मागास प्रवर्ग (विमुक्त जाती व भटक्या जमातींसह) आणि महिला ( अनुसूचित जाती, अनुसूचित जमाती आणि नागरिकांचा मागासवर्गांचा प्रवर्ग, विमुक्त जाती व भटक्या जमाती यातील महिलांसह ) यांच्यासाठी राखून ठेवावयाच्या, जिल्हा परिषदांच्या अध्यक्षांच्या पदांची संख्या नव्याने विनिर्दिष्ट केली आहे.
त्याअर्थी, आता महाराष्ट्र जिल्हा परिषदा (अध्यक्ष, उपाध्यक्ष व विषय समित्यांचे सभापती ) आणि पंचायत समित्या (सभापती व उपसभापती) (पदांचे आरक्षण व निवडणूक ) नियम, १९६२ मधील नियम २-ब, २-क व २-ड मधील तरतुदींनुसार महाराष्ट्र शासन, याद्वारे, राज्यातील भंडारा आणि गोंदिया या जिल्हा परिषदांकरिता त्यांना सध्या लागू असलेल्या आरक्षणाच्या कालावधीच्या समाप्तीच्या दिवसाच्या लगतनंतरच्या दिवसापासून सुरु होणार्या अडीच वर्षाच्या कालावधीकरिता, तसेच उपरोक्त जिल्हा परिषदा वगळून उर्वरित ३२ जिल्हा परिषदा गठीत होवून लगतनंतरच्या दिवसापासून सुरु होणाऱ्या अडीच वर्षाच्या कालावधीकरिता अनुसूचित जाती, अनुसूचित जमाती, नागरिकांच्या मागासवर्गाचा प्रवर्ग (विमुक्त जाती व भटक्या जमातींसह) आणि महिला (अनुसूचित जाती, अनुसूचित जमाती आणि नागरिकांच्या मागासवर्गाचा प्रवर्ग, विमुक्त जाती व भटक्या जमाती यातील महिलांसह ) यांच्यासाठी राखून ठेवावयाच्या, राज्यातील जिल्हा परिषदांच्या अध्यक्षांच्या पदांचे वाटप सोबतच्या अनुसूचीमध्ये दर्शविल्यानुसार नव्याने करण्यात येत आहे.

2-G. Tenure of the reservation of offices of Presidents of Zilla Parishads and Chairmen of Panchayat Samitis.—The Zilla Parishad or the Panchayat Samitis as the case may be, in which the office of the President or Chairman has been reserved for any Caste, Tribe or the Category of Backward Class of Citizens (including Vimukta Jatis and Nomadic Tribes) or the women, of citizens (including Vimukta Jatis and Nomadic Tribes) or the women it shall continue to be reserved for the full 2[for the term as provided in Sections 43 and 65.]
2-H. (2) The notice may be given either by the candidate in person or by his proposer who has been authorised in this behalf in writing by the candidate.
(3) No person who has given a notice of withdrawal of his candidature under sub-rule (1) shall be allowed to cancel the notice.

(6. Procedure for election.—(1) If only one candidate has been duly Lfl(\minamd for the office of the President, he shall be declared to have been duly elected as the President.
(2) If more than one candidate have been so nominated, the Officer presiding shall, arrange the names of the contesting candidates in alphabetical serial.
(3) The Officer Presiding shall, announce the name of each contesting candidate in the alphabetical sequence and shall record voting by show of hands. The names of the Councillors who have voted in favour of that candidate shall be recorded in the minutes. The Officer Presiding shall decide the manner of recording of the proceedings in writing and also record the proceedings by way of videography to ensure free and fair elections.
(4) उ11ट Officer Presiding shall ensure that every Councillor who desires to cast his vote has been given fair and reasonable opportunity to cast his vote and पट एट so casted has been recorded properly against the name of the candidate in whose favour the vote is casted. The Councillor, whose vote is recorded once, shall not be allowed to re-cast or change his vote.
