[Without prejudice to the provisions of sub-section (8) of section 113, the Development Authority] shall from time to time submit to the State Government in accordance with any directions that may be given by the State Government in that behalf, its proposals for the development of land within the area designated under this Act as the site of the new town, and the State Government [after consultation with the Director of Town Planning], may approve any such proposals either with or wihout modification.
