XVIII of 2024), is hereby published under the authority of the Governor. XVIII of 2024), published under the authority of the Governor]. भाग आठ-७८–१ 2 महाराष्ट्रõ शासन रा असाधारण भाग आठ, ऑक्टोबर १५, २०२४/आश्विन २३, शके १९ NOW, THEREFORE, in exercise of the powers conferred by clause (1) of article 213 of the Constitution of India, the Governor of Maharashtra is hereby pleased to promulgate the following Ordinance, namely:-
1. ( 1) This Ordinance may be called the Maharashtra State Skills University (Second Amendment) Ordinance, 2024.
(2) It shall come into force at once.
2. In long title of the Maharashtra State Skills University Act, 2021(hereinafter referred to as “the principal Act”), for the words “the Maharashtra State Skills University” the words “the Ratan Tata Maharashtra State Skills University” shall be substituted.
3. In preamble of the principal Act, for the words “the Maharashtra State Skills University” the words “the Ratan Tata Maharashtra State Skills University” shall be substituted.
4. In section 1 of the principal Act, in sub-section (1), for the words “the Maharashtra State Skills University” the words “the Ratan Tata Maharashtra State Skills University” shall be substituted.
5. In section 2 of the principal Act, in clause (zs), for the words “the Maharashtra State Skills University” the words “the Ratan Tata Maharashtra State Skills University” shall be substituted.
6. In section 3 of the principal Act, in sub-section (1), for the words “the “Maharashtra State Skills University.”” the words ““the Ratan Tata Maharashtra State Skills University.”” shall be substituted.

2021. महाराष्ट्रõ शासन रा असाधारण भाग आठ, ऑक्टोबर १५, २०२४/आश्विन २३, शके १९ 3 STATEMENT The Maharashtra State Skills University Act, 2021 (Mah. VII of 2021) is enacted to establish and incorporate the Maharashtra State Skills University in the State of Maharashtra, a specialized university first of its kind, to create highly skilled and employable youth, etc. and to provide job-ready workforce to the industry thus reducing unemployment and ultimately propelling the economic growth of the State and for matters connected therewith and incidental thereto.
2. Shri. Ratan Tata had consistently emphasized the importance of skill development for India's growth. He had championed the need for education, vocational training and skill enhancement, particularly in areas where India faces challenges, such as in the manufacturing and technology sectors. He has supported initiatives aimed at upskilling the Indian workforce to align with the demands of a globalized economy. His efforts through the Tata Group’s initiatives, such as Tata Strive, focus on providing training to young people, enabling them to acquire technical and vocational skills. Considering the precious and exemplary work of Shri. Ratan Tata in the field of skill development, skill education, vocational training and social reforms for the development of nation, the Government of Maharashtra has decided to change the name of “the Maharashtra State Skills University Act, 2021” as “the Ratan Tata Maharashtra State Skills University Act, 2021” and “the Maharashtra State Skills University” as “the Ratan Tata Maharashtra State Skills University”. For the said purposes, it is considered expedient to amend the Maharashtra State Skills University Act, 2021, suitably.
3. As both Houses of the State Legislature are not in session and the Governor of Maharashtra is satisfied that circumstances exist which render it necessary for him to take immediate action further to amend the Maharashtra State Skills University Act, 2021, for the purposes aforesaid, this Ordinance is promulgated.
