Where the Government is satisfied that the operation of any of these regulations causes or is likely to cause undue hardship in the case of any Sansthan 1 employee or class of Sansthan employees, it may, by an order in writing, exempt any such Sansthan employees or class of Sansthan employees from any provisions of these regulations or may direct that such provisions shall apply to such Sansthan employees or class of Sansthan employees with such modifications not affecting the substance thereof as may be specified in such order.
