Any person aggrieved by an order of the Competent Authority refusing to grant the permission referred to in sub-section (1) [or sub-section (1A) of section 22] may, within thirty days of the date of the order, prefer an appeal to the Tribunal, and the decision of the Tribunal shall be final.
