If, as a result of any redistribution or transfer of land under the provisions of this Act, any area in excess of the economic holding or ceiling area which a person is entitled to hold under this Act is left over as a fragment, the Collector may, * * * * * * permit such fragment to remain with either of the holders of the land, having regard to the efficient use thereof for agricultural purposes.]
