नि�यम १. (१) याा नि�यमांं�स, महाारााष्ट्र जि�ल्हाा परि�षद जि�ल्हाा सेेवाा (सेेवाा प्रवेेश) (सुुधाारणाा) नि�यम, २०२४ असेे म्हणाावेे.
(२) उक्त अधि�सूूचनाा रााजपत्राात प्रसि�द्ध झााल्यााच्याा दि�नांं�काापाासूून अंंमलाात येेईल.

किं�ंवाा (ग) शाासनााने,े यााबााबतीीत, वेळेोोवेळेीी कााढलेले्याा आदेशेाानुुसाार अनुुकंपाा तत्वाावरीील आणि� जि�ने ेवरीील खंडं (क) च्याा उपखंंड (एक) व (दोोन) मध्येे वि�नि�र्दि�िष्ट केेलेेलीी अर्हहताा धाारण केेलेेलीी आहेे अशाा योोग्य व्यक्तीीच्याा नि�युुक्तीीद्वाारेे करण्याात येेईल;
किं�ंवाा (घ) वााहन चाालक, गट क पदाावर तीीन वर्षांं�पेेक्षाा कमीी नसेेल इतकीी नि�यमि�त सेेवाा पूूर्णण केेलेेल्याा, ज्यांं�नीी कनि�ष्ठ सहााय्यक पदाास पसंंतीी दर्शशवलीी आहेे आणि� खंंड (क) च्याा उपखंंड (एक) व (दोोन) मध्येे नमूूद केेलेेलीी अर्हहताा धाारण केेलेेलीी आहेे अशाा वााहन चाालक, गट क हेे पद धाारण करणााऱ्याा व्यक्तींंमधीील स्थाायीी संंवर्गाा�तीील योोग्य व्यक्तीीच्याा बदलीीद्वाारेे पाात्रतेेस अधीीन रााहूून, ज्येेष्ठतेेच्याा आधाारेे नि�युुक्तीी करण्याात येेईल. वााहन चाालकांं�चीी कनि�ष्ठ सहाायक पदाावरीील ज्येेष्ठताा, कनि�ष्ठ सहाायक पदाावर नि�युुक्तीी केेल्याानंंतर, रुजूू झााल्यााच्याा दि�नांं�काापाासूून नि�श्चि�ित करण्याात येेईल :
परंंतुु,- (१) खंंड (क) च्याा उप-खंंड (दोोन) मध्येे नमूूद केेलेेलीी अर्हहताा धाारण करीीत नााहीी अशाा मााजीी सैैनि�कांं�मधीील पाात्र असणााऱ्याा उमेेदवााराास, अशीी व्यक्तीी,ति�च्याा नि�युुक्तीीच्याा दि�नांं�कपाासूून अकराा महि�न्यााच्याा काालाावधीीत, सदर अर्हहताा संंपाादि�त करीील याा शर्तीीस अधीीन रााहूून, याा पदााच्याा स्पर्धाा� परीीक्षेेस बसण्याासााठीी मुुभाा देेण्याात येेईल.
(२) जर अनुुकंंपाा तत्वाावर नि�युुक्त केेलेेलाा उमेेदवाार, शाासनाानेे वेेळोोवेेळीी वि�नि�र्दि�िष्ट केेलेेल्याा काालाावधीीच्याा आत, खंंड (क) च्याा उपखंंड (दोोन) मध्येे नमूूद केेलेेलीी शैैक्षणि�क अर्हहताा धाारण करण्याास नि�ष्फळ ठरलाा असेेल तर, शाासनाानेे यााबााबतीीत वेेळोोवेेळीी कााढलेेल्याा आदेेशाानुुसाार काारवााई करण्याात येेईल;

(४) जेे उमेेदवाार गट ड व वााहनचाालकााचेे पद धाारण करीीत आहेेत व ज्यांं�नीी मााध्यमि�क शाालाान्त प्रमााणपत्र परीीक्षाा उत्तीीर्णण केेलीी आहेे आणि� हेे नि�यम प्रसि�द्ध केेल्याावर किं�ंवाा त्याापूूर्वीी खंंड (क) च्याा उपखंंड (दोोन) मध्येे नमूूद केेलेेलीी अर्हहताा धाारण केेलीी आहेे अशाा उमेेदवाारांं�चाा देेखीील, हेे नि�यम प्रसि�द्ध झााल्यााच्याा दि�नांं�काापाासूून पुुढीील पााच वर्षांं�सााठीी वरीील खंंड (क) अन्वयेे पदोोन्नतीीकरि�ताा वि�चाार करण्याात येेईल;
(५) खंंड (ख)मध्ये ेनमूूद केलेेलेीी उच्च वयोोमर्याा�दाा,अनुुकंपाा तत्वाावर किं�वंाा पसंंतीीच्याा आधााराावर,उदाा. पदवीीधर (अंंशकाालि�न) नि�युुक्त केेलेेल्याा व्यक्तींंनाा, आणि� माागाासवर्गाा�करि�ताा आरक्षि�त आहेेत अशाा वर्गांं�तीील व्यक्तींंनाा आणि� समांं�तर आरक्षण असलेेल्याा उदाा. मााजीी सैैनि�क, दि�व्यांं�ग, प्रकल्पग्रस्त व्यक्तीी, भूूकंंपग्रस्त व्यक्तीी व खेेळााडूू यांं�नाा लाागूू असणाार नााहीी. अशाा प्रवर्गाा�तीील उमेेदवाारांं�सााठीी उच्च वयोोमर्याा�दाा हीी, यााबााबतीीत शाासनाानेे वेेळोोवेेळीी घोोषि�त केेलेेल्याा प्रचलि�त धोोरणाानुुसाार असेेल.
अ२. वरीील अ१ मध्येे नमूूद केेलेेल्याा पदाावरीील नि�युुक्तीी हीी, पदोोन्नतीीनेे, अनुुकंंपाा तत्त्वाावरीील नि�युुक्तीीसह नाामनि�र्देेशनाानेे आणि� वााहनचाालक संंवर्गाा�मधीील काायमस्वरूपीी बदलीीनेे अनुुक्रमेे ४०:५०:१० याा प्रमााणाात करण्याात येेईल :
परंंतुु, जर वााहनचाालक संंवर्गाा�तूून उमेेदवाार उपलब्ध झाालेे नााहीीत तर सदर १० टक्केे जाागाा खंंड (क) च्याा उपखंंड (एक) मध्येे नमूूद केेलेेलीी पदोोन्नतीीसााठीीचीी अर्हहताा धाारण करणााऱ्याा उमेेदवााराामधूून भरण्याात येेतीील;
परंंतुु, जर पदोोन्नतीीसााठीी किं�ंवाा वााहन चाालक संंवर्गाा�तूून काायमस्वरूपीी बदलीीद्वाारेे नमूूद केेलेेलीी अर्हहताा धाारण करणाारेे योोग्य उमेेदवाार उपलब्ध झाालेे नााहीी तर, नि�युुक्तीी प्रााधि�कााऱ्याास, पदोोन्नतीीद्वाारेे व वााहनचाालक संंवर्गाा�तूून काायमस्वरूपीी बदलीीद्वाारेे नि�युुक्तीीकरि�ताा सदर प्रमााण शि�थीील करताा येेईल आणि� नाामनि�र्देेशनााद्वाारेे उमेेदवाारााचीी नि�युुक्तीी करताा येेईल.
अ३. नि�यम अ१ मध्येे नमूूद केेलेेल्याा पदाावर नि�युुक्तीी केेलेेल्याा व्यक्तीीनेे,अगोोदरच वि�भाागीीय परीीक्षाा उत्तीीर्णण केेलीी नसेेल किं�ंवाा तीी परीीक्षाा उत्तीीर्णण होोण्याापाासूून ति�लाा सूूट देेण्याात आलीी नसेेल तर, जेेथेे लाागूू असेेल तेेथेे ,त्याा बााबतीीत केेलेेल्याा नि�यमांं�नुुसाार तीी परीीक्षाा उत्तीीर्णण होोणेे आवश्यक असेेल.
अ४. नि� यम अ१ मध्येे नमूदू केलेेले्याा पदाावर नि�युुक्त केलेेले्याा व्यक्तीीने,े हिं�ंदीी व मरााठीी भााषाा परीीक्षाा अगोोदरच उत्तीीर्णण केलेेले्याा नसतीील किं�ंवाा त्याा परीीक्षाा उत्तीीर्णण होोण्याापाासूून सूूट देेण्याात आलीी नसेेल तर,त्यााबााबतीीत केेलेेल्याा नि�यमाानुुसाार त्याा परीीक्षाा उत्तीीर्णण होोणेे आवश्यक असेेल.तसेेच,जर हिं�ंदीी व मरााठीी भााषाा परीीक्षाा वि�हि�त मुुदतीीच्याा आत, उत्तीीर्णण केेल्याा नसतीील तर, ति�लाा याा परीीक्षाा उत्तीीर्णण होोईपर्यंंत वाार्षि�िक वेेतनवााढ अनुुज्ञेेय असणाार नााहीी आणि� वरि�ष्ठ पदाावरीील पदोोन्नतीी देेण्याात येेणाार नााहीी.
अ५. नि� यम अ१ मध्येे नमूूद केेलेेल्याा पदाावर नि�युुक्त केेलेेलीी व्यक्तीी, मााहि�तीी तंंत्रज्ञाान संंचाालनाालय, महाारााष्ट्र शाासन, यांं�नीी वेेळोोवेेळीी वि�हि�त केेलेेलेे संंगणक हाातााळणीी प्रमााणपत्र धाारण करीील. जर वि�हि�त काालाावधीीत प्रमााणपत्र धाारण केेलेे नााहीी तर,ति�लाा,संंगणक हाातााळणीी प्रमााणपत्र धाारण करीीपर्यंंत वाार्षि�िक वेेतनवााढ अनुुज्ञेेय असणाार नााहीी आणि� वरि�ष्ठ पदाावरीील पदोोन्नतीी देेताा येेणाार नााहीी.
अ६. नि� यम अ१ मध्ये ेनमूूद केलेेले्याा पदाावर नाामनि�र्देशेनााद्वाारे ेनि�युुक्तीीसााठीी शि�फाारस केलेेले्याा व्यक्तींंनीी महाारााष्ट्र नाागरीी सेवेाा (लहाान कुुटुंं�ब घोोषणाा) नि�यम, २००५ मधीील तरतुुदींंनुुसाार लहाान कुुटूंं�बााचीी घोोषणाा किं�ंवाा शाासनााकडूून, वेेळोोवेेळीी इतर कोोणतेेहीी नि�यम, आदेेश किं�ंवाा याा संंदर्भाा�त जाारीी केेलेेल्याा कोोणत्यााहीी सााधनांं�नुुसाार एक घोोषणाापत्र साादर कराावेे लाागेेल.
(२) लहाान कुुटूंं�बााचीी घोोषणाापत्र साादर केेलेेल्याा ताारखेेलाा दोोनपेेक्षाा जाास्त मुुलेे असलेेलीी व्यक्तीी याा नि�यमांं�नुुसाार नि�युुक्त केेलेेल्याा सेेवेेत नि�युुक्तीीसााठीी अपाात्र ठरेेल.

NOTIFICATION SEPRNI-2018/C.R. 162/Astha-7.–In exercise of powers conferred by clause (xxxix) of sub-section
(2) of section 274 of the Maharashtra Zilla Parishad and Panchayat Samiti Act, 1961 (Mah.V of 1962), and of all other powers enabling it in that behalf, and in supersession of the Government Notification, Rural Development Department, No. SEPRNI-2018/C.R. 162/Astha-7,dated the 21st July, 2023 issued in this behalf, the Government of Maharashtra hereby, makes the following rules, further to amend the Maharashtra Zilla Parishads District Services (Recruitment) Rules, 1967, the same have been previously published as required by sub-section (3) of said section 274, namely :– RULES
1. (1) These rules may be called the Maharashtra Zilla Parishads District Services (Recruitment) (Amendment) Rules, 2024.
(2) Above Notification come in existence on the date of publication in Gazette of Government of Maharashtra.
2. In the Maharashtra Zilla Parishads District Service (Recruitment) Rules, 1967, in Appendix IX appended thereto,–
(a) in entry at serial No. 5, relating to “District Service (Class III) (Subordinate Ministerial) Grade I”, in column 3, under the heading “Post”, against the serial No. (i), relating to ‘Junior Assistant’, in column 4, under the heading “Qualifications for and methods of appointment”, against “(i) Junior Assistant”, before clause “1. Appointment shall be made either –”, the following clause shall be added, namely :– “A1. The appointment to the post of Junior Assistant, shall be made either,–
(a) by promotion of suitable person, on the basis of seniority subject to fitness from amongst the persons holding the post in Group D having not less than three years of regular services on that post, and who,–
(i) possess a degree in any branch from any recognised statutory university; and
(ii) possess the Government Commercial Certificate or Computer Typing Certificate with a speed of not less than 30 words per minute for Marathi Typewriting or 40 words per minute for English Typewriting ;
OR
(b) by nomination from amongst the persons, who were selected by competitive examination conducted by the Selection Board, and who are not less than Nineteen years of age and not more than Thirty-eight years of age in case of persons belonging to General Class and not more than Forty-three years of age in case of persons belonging to Backward Class and also who possess qualifications specified in sub-clauses (i) of clause (a) above and also who possess the the Government Commercial Certificate or Computer Typing Certificate with a speed of not less than 30 words per minute for Marathi Typewriting and 40 words per minute for English Typewriting ;
OR
(c) by appointment of a suitable person on compassionate ground, in accordance with the orders issued by the Government in this behalf, from time महाारााष्ट्र शाासन रााजपत्र असााधाारण भााग चाार-अ, माार्चच ७, २०२४/फााल्गुुन १७, शकेे १९४५ 5 to time, and also who possess qualifications specified in sub-clauses (i) and (ii) of clause (a) above;
OR
(d) by transfer of a suitable person from permanent cadre amongst the persons holding the post of Driver, Group C, who prefer the post of Junior Assistant, having completed not less than three years of regular service on the post of Driver and possessing qualifications mentioned in sub-clauses (i) and (ii) of clause (a), on the basis of seniority subject to fitness. The seniority of Drivers on the post of Junior Assistant shall be fixed from the date of joining after appointment to the post of Junior Assistant:
Provided that,–
(1) the candidate eligible to appear from the ex-serviceman, who does not possess the qualification mentioned in sub-clause (ii) of clause (a), shall be allowed to appear for the competitive examination for this post, subject to the condition that, such a person shall acquire the qualification within the period of eleven months from the date of his appointment;
(2) if a candidate appointed on compassionate ground fails to possess the qualification mentioned in sub-clause (ii) of clause (a), within the period specified by the Government, from time to time, then the action shall be taken as per the orders issued by the Government, from time to time in this regard;
(3) for the appointment of candidates whose names are included in the waiting list for appointment on compassionate ground, the educational qualification of Secondary School Certificate shall be applicable. The candidates whose names are not included in the waiting list for appointments on compassionate grounds on the date of publication of these rules, shall possess the qualifications mentioned in sub-clause (i) of clause (a) alongwith Secondary School Certificate;
(4) the candidates who are holding the post of Driver and candidates in Group D and who have passed the Secondary School Certificate Examination and possess qualifications mentioned in sub-clauses (ii) of clause (a), on or before publication of these rules, shall also be considered for promotion under the clause (a) above, for next five years from the date of publication of these rules;
(5) the upper age limit mentioned in clause (b) shall not be applicable to the persons appointed on compassionate ground or on preference basis such as Graduate (part time) and persons belongs to such classes, which reserved for other backward class and horizontal reservation such as ex-servicemen, differently abled persons, project affected persons, earthquake affected persons and sports person.
Upper age limit for the candidates belonging to such classes shall be as per the prevalent policy declared by the Government in this regard, from time to time.
A2. Appointment to the post mentioned in rule A1 above shall be made by promotion, nomination including the appointment on the compassionate ground and permanent transfer from Driver cadre, in the ratio of 40:50:10 respectively.
Provided that, if the candidates are not available from the Driver cadre for appointment to the post by permanent transfer, then the said 10 percent posts shall be filled in from the candidates possessing required qualification for promotion as mentioned in clause (a) of rule A1.
Provided further that, if suitable candidates possessing qualification mentioned for promotion or by permanent transfer from Driver cadre are not available, then the Appointing Authority may relax the ratios for appointment by promotion and by permanent transfer from Driver cadre and may appoint the candidates by nomination.

A person appointed to the post mentioned in rule A1 shall be required to pass the departmental examination, wherever applicable, according to the rules made in that behalf, unless he has already passed, or has been exempted from passing the examinations.
A4. A person appointed to the post mentioned in rule A1 shall be required to pass examinations in Hindi and Marathi languages according to the rules made in that behalf, unless he has already passed, or has been exempted from passing those examinations. Similarly, if Hindi and Marathi language examinations are not passed within the prescribed time, the annual increment will not be admissible and promotion to senior position will not be allowed till the examination is passed.
A5. A person appointed to the post mentioned in rule A1 shall possess a certificate in Computer Operation as prescribed by the Directorate of Information Technology, Government of Maharashtra from time to time. If the certificate is not held within the prescribed time, the annual increment will not be permissible and promotion to the senior post will not be permissible till he will holds the computer operation certificate.
A6. (1) A person recommended for appointment by nomination to the post mentioned in rule A1 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.
(2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in the service appointed under these rules.
(3) After appointment of a person in the service appointed under these rules, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post.
A7. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant appointed under these rules.” By order and in the name of the Governor of Maharashtra, EKNATH DAWALE, Principal Secretary to Government.
