क्र. संकीर्ण २०२२/प्र.क्र. ५६५ /आस्था १२.--महाराष्ट्र जिल्हा परिषदा आणि पंचायत समिती अधिनियम, १९६१ (१९६२ चा महा. अधि. ५) याच्या कलम २७४ च्या पोट-कलम () खंड (३९) द्वारे प्रदान केलेल्या अधिकारांचा अधिनियम, १९६१ आणि त्या बाबतीत प्राप्त इतर सर्व अधिकारांचा वापर करून, महाराष्ट्र जिल्हा परिषदा जिल्हासेवा (सेवाप्रवेश) नियम, १९६७ यामध्ये महाराष्ट्र शासनाने सुधारणा करण्याचे प्रस्तावित केलेल्या नियमांचे पुढील प्रारुप, त्यामुळे बाधा पोहोचण्याचा संभव असलेल्या सर्व व्यक्तींच्या माहितीकरिता, उक्त अधिनियमाच्या कलम २७४ च्या पोट-कलम (३) द्वारे आवश्यक असल्याप्रमाणे प्रकाशित करण्यात येत आहे, आणि याद्वारे अशी नोटीस देण्यात येत आहे की, महाराष्ट्र शासनाकडून उक्त प्रारुप दिनांक १२ जुलै,२०२४ रोजी किंवा त्यानंतर विचारात घेण्यात येईल.
२. उपरोक्त दिनांकापूर्वी, उक्त मसुद्याच्या बाबतीत कोणत्याही व्यक्तीकडून प्रधान सचिव, ग्रामविकास विभाग, बांधकाम भवन, २५, मर्झबान पथ, फोर्ट, मुंबई ४०० ००१ यांच्याकडे प्राप्त होणाऱ्या. हरकती किंवा सूचना शासनाकडून विचारात घेण्यात येतील.
मसुदा नियम १. या नियमांना महाराष्ट्र जिल्हा परिषदा जिल्हा सेवा (सेवाप्रवेश) (सुधारणा) नियम, २०२४ असे संबोधण्यात येईल.
२. महाराष्ट्र जिल्हा परिषदा जिल्हा सेवा (सेवाप्रवेश) नियम, १९६७ मधील परिशिष्ट पाच-अआ मध्ये जिल्हा तांत्रिक सेवा (वर्ग-३/ गट-क) (आरोग्य) श्रेणी-३ मधील अनुक्रमांक एक येथील आरोग्य सेवक नोंदीसमोर स्तंभ क्रॅ.४ मध्ये, “नियुक्तीसाठी (€3] भाग चार-ब--२२०-१ X महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, जून १३, २०२४/ज्येष्ठ २३, शके १९४६ पात्रता आणि पद्धती” या शीर्षकाखाली, प्रचलीत नियमाऐवजी, पुढीलप्रमाणे सुधारित नियम करण्यात येत आहे, म्हणजे :-- "(१) आरोग्य सेवक (पुरुष) पदावर यापैकी एका प्रकारे नेमणूक केली जाईल,-- "(अ) जिल्हा परिषद सेवेतील गट-ड (परिचर) हे पद धारण करणाऱ्या तसेच सदर पदावर तीन वर्षांपेक्षा कमी नसेल इतकी नियमित सेवा झालेल्या व्यक्तींमधून पात्रता व ज्येष्ठतेच्या अधीन, खालील निकष पूर्ण करणाऱ्या योग्य व्यक्तींच्या पदोन्नतीने, म्हणजे,-- (१) विज्ञान या विषयासह माध्यमिक शालांत प्रमाणपत्र परीक्षा किंवा समतुल्य अर्हता परीक्षा उत्तीर्ण; आणि (२) बहुउद्देशीय आरोग्य कर्मचारी (पुरुष) यांचेसाठी शासनाच्या विभागीय आरोग्य आणि कुटुंब कल्याण प्रशिक्षण केंद्र आणि सार्वजनिक आरोग्य संस्था, नागपूर यांचेकडून घेण्यात येणारे १२ महिन्यांचे मूलभूत प्रशिक्षण किंवा शासनाने समकक्ष ठरवलेल्या इतर संस्थेतील अभ्यासक्रम तीन संधीमध्ये यशस्वीरित्या पूर्ण करणे आवश्यक राहील.
(ब) निवड समितीने घेतलेल्या स्पर्धा परीक्षेच्या निकालाच्या आधारे निवडलेल्या व खालील निकष पूर्ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाने, म्हणजे,-- (१) वयोमर्यादा :-- क्य g, | (अ) किमान वयोमर्यादा.--पदावरील भरतीसाठी जाहिरातीनुसार अर्ज प्राप्त करण्याच्या शेवटच्या तारखेला किमान अठरा वर्षे पूर्ण असणे आवश्यक राहिल.
(ब) कमाल वयोमर्यादा.--पदावरील भरतीसाठी दिलेल्या जाहिरातीनुसार अर्ज प्राप्त होण्याच्या शेवटच्या तारखेपर्यंत, आरक्षित प्रवर्गातील नसलेल्या व्यक्तींचे वय अडतीस वर्षा पेक्षा जास्त असू नये आणि आरक्षित प्रवर्गातील व्यक्तींचे वय त्रेचाळीस वर्षां पेक्षा जास्त असू नये.
(२) किमान शैक्षणिक पात्रता :-- (अ) विज्ञान या विषयासह उच्च माध्यमिक शालांत प्रमाणपत्र परीक्षा किंवा समतुल्य अर्हता परीक्षा उत्तीर्ण, आणि (ब) बहुउद्देशीय आरोग्य कर्मचारी (पुरुष) यांचेसाठी शासनाच्या विभागीय आरोग्य आणि कुटुंब कल्याण प्रशिक्षण केंद्र आणि सार्वजनिक आरोग्य संस्था, नागपूर यांचेकडून घेण्यात येणारे १२ महिन्यांचे मूलभूत प्रशिक्षण किंवा शासनाने समकक्ष ठरवलेल्या इतर संस्थेतील अभ्यासक्रम तीन संधीमध्ये यशस्वीरित्या पूर्ण करणे आवश्यक राहील.
(२) आरोग्य सेवक (पुरुष) या पदावरील पदोन्नती व नामनिर्देशन यांचे प्रमाण अनुक्रमे २५ : ७५ असे राहील. ol (३) आरोग्य सेवक (पुरुष) पदावर नियुक्त होणाऱ्या व्यक्तीने, विभागीय सेवा परीक्षा उत्तीर्ण केलेली नसेल किंवा ती परीक्षा उत्तीर्ण होण्यापासून सूट देण्यात आली नसेल तर, जेथे लागू असेल तेथे, त्याबाबतीत केलेल्या नियमानूसार ती परीक्षा उत्तीर्ण होणे आवश्यक राहील.
(४)(१) पदोन्नतीने आरोग्य सेवक (पुरुष) या पदावर नियुक्त होणाऱ्या व्यक्तीने, हिंदी भाषा परीक्षा व मराठी भाषा परीक्षा या दोन्ही परीक्षांसंदर्भात शासनाने वेळोवेळी केलेल्या नियमांनुसार, मराठी आणि हिंदी भाषा परीक्षा अगोदरच उत्तीर्ण केलेली असणे अथवा उत्तीर्ण होण्यापासून सूट मिळविलेली असणे आवश्यक राहील.
(२) आरोग्य सेवक (पुरुष) या पदावर नामनिर्देशनाने नियुक्त होणाऱ्या व्यक्तीने, हिंदी भाषा परीक्षा व मराठी भाषा परीक्षा या दोन्ही परीक्षांसंदर्भात शासनाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठी भाषा उत्तीर्ण केलेली नसेल अथवा उत्तीर्ण होण्यापासून सूट मिळविलेली नसेल तर, नियुक्तीनंतर संबंधित नियमांत नमूद केलेल्या विहित मुदतीत हिंदी भाषा व मराठी भाषा परीक्षा उत्तीर्ण होणे आवश्यक राहील. त्याचप्रमाणे विहित मुदतीत हिंदी भाषा व मराठी भाषा परीक्षा उत्तीर्ण न झाल्यास सदर परीक्षा उत्तीर्ण होईपर्यंत वार्षिक वेतनवाढ तसेच वरिष्ठ पदावर पदोन्नती अनुज्ञेय राहणार नाही.
(५) (१) पदोन्नतीने आरोग्य सेवक (पुरुष) या पदावर नियुक्त होणाऱ्या व्यक्तीने, संगणक अर्हता प्रमाणपत्रासंदर्भात शासनाने वेळोवेळी केलेल्या नियमांनुसार, संगणक अर्हता प्रमाणपत्र धारण करणे अथवा संगणक अहता प्रमाणपत्र सादर करण्यापासून पदोन्नतीपूर्वी सूट मिळविलेली असणे आवश्यक राहील.
महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, जून १३, २०२४/ज्येष्ठ २३, शके १९४६ 3 () आरोग्य सेवक (पुरुष) या पदावर नामनिर्देशनाद्वारे नियुक्त होणाऱ्या व्यक्तीने, संगणक अर्हता प्रमाणपत्रासंदर्भात शासनाने वेळोवेळी केलेल्या नियमांनुसार, संगणक अहता प्रमाणपत्र धारण करणे आवश्यक राहील. नियुकतीपूर्वी संगणक अहता प्रमाणपत्र धारण केलेले नसल्यास, याबाबतच्या नियमांत नमूद केलेल्या विहीत मुदतीत सदर प्रमाणपत्र धारण करणे आवश्यक राहील. त्याचप्रमाणे विहित मुदतीत प्रमाणपत्र सादर न केल्यास, सदर संगणक अर्हता प्रमाणपत्र धारण करेपर्यंत वार्षिक वेतनवाढ तसेच वरिष्ठ पदावर पदोन्नती अनुज्ञेय राहणार नाही.
(६)(१) आरोग्य सेवक (पुरुष) या पदावर नामनिर्देशनाद्वारे नेमणुकीसाठी शिफारस केलेल्या व्यक्तीने, महाराष्ट्र नागरी सेवा (लहान कुटुंबांचे प्रतिज्ञापन) नियम, २००५ मधील तरतुदीनुसार व त्याबाबत शासनाने वेळोवेळी निर्गमित केलेले नियम, आदेश व अनुदेश यानुसार, नियुक्तीच्या वेळी लहान कुटुंबाचे प्रतिज्ञापन सादर करणे आवश्यक राहील.
(२) लहान कुटुंबाचे प्रतिज्ञापन सादर केल्याच्या तारखेला दोनपेक्षा अधिक अपत्ये असल्यास संबंधित उमेदवार शासकीय सेवेतील नियुक्तीसाठी अपात्र राहील.
(३) एखाद्या व्यक्तीची शासकीय सेवेत नियुक्ती झाल्यानंतर, नियुक्तीच्या वेळी किंवा त्यानंतर तिला दोनपेक्षा जास्त अपत्ये असल्याचे सिद्ध झाल्यास, ती शासकीय सेवेत सदर पदावर सेवा चालू ठेवण्यास अपात्र ठरेल.
न a (७) कोणत्याही शासकीय कर्मचाऱ्याच्या नियुक्तीनंतर, शासनाने वेळोवेळी निर्गमित केलेले नियम, आदेश किंबा निर्णय यामध्ये विनिर्दिष्ट केलेल्या अटी व शतीं देखील, या नियमान्वये नियुक्ती केलेल्या शासकीय कर्मचाऱ्यास लागू राहतील. NOTIFICATION MAHARASHTRA ZILLA PARISHADS AND PANACHAYAT Samrtis Acr, 1961.
No. Sankirn-2022/C.R.565/ASTHA 12.—The following draft of the rules further to amend the Maharashtra Zilla Parishads District Services (Recruitment) Rules, 1967, which the Government of Maharashtra proposes to make in exercise of the powers conferred by sub-clause (xxxix) of sub-section (2) of section 274 of the Maharshtra Zilla Parishads and Panchayat Samitis.Act, 1961 (Mah. V of 1962), and of all other powers enabling it in this behalf, 15 hereby published as required by sub-section (3) of the said section 274, for the information of all persons likely to be affected thereby;
and notice is hereby given that the said draft will be taken into consideration by the Government of Maharashtra on or after the 12th July 2024.
2. Any objections or suggestions, which may be received by the Principal Secretary, Rural स Development Department, Bandhkam Bhavan, 25, Marzban Path, Fort, Mumbai 400 001, from any person with respect to the said draft rule before the aforesaid date will be considered by the Government.
DRAFT RULES
1. These rules may be called the Maharashtra Zilla Parishads District Services (Recruitment) (Amendment) Rules, 2024.
2. In APPENDIX V-A to the Maharashtra Zilla Parishads District (Recruitment) Rules, 1967,in entry relating to “District Technical Service, (Class 11) (Health), Grade [1I”, against the entry “Health Worker (Male)”, in column 4, under the heading “Qualifications for and methods of appointment”, for the existing rules, the following shall be substituted, namely :— “(1) Appointment to the 008६ of Health Worker (Male) shall be made either,—
(a) by promotion of a suitable person on the basis of seniority subject to fitness from amongst the persons holding the post of Group D (Attendant) in the service of the Zilla Parishad, not having less than three years of regular service on the said post and who fulfils .
the following criteria, namely :—
(i) passing of Secondary School Certificate Examination with science as one of the subject or equivalent qualification thereto; and (ग्र) shall require to undergo and complete successfully twelve months Basic Training Course for Multipurpose Health Workers (Male), conducted by Regional Health and Family Welfare Training Centers of Governments and Public Health Institute, Nagpur or any other course declared by the Government to be equivalent thereto, within three attempts.
(8) by nomination from amongst the candidates selected by the Selection Committee on the basis of result of Competitive Examination conducted therefor, who fulfils the following criteria, namely :(—
(i) Age limit.— (A) Lower Age Limit.- Eighteen years completed as on the last date of receipt of applications as per advertisement for recruitment to the post.

(8) Upper Age Limit.—Thirty-eight years of age completed for the persons not belonging to reserved categories and forty-three years completed for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the post.
(द्र) Minimum Educational Qualification.— (A) passing of Higher Secondary School Certificate Examination with science as one of the subject or equivalent qualification thereto; and (B) shall require to undergo and complete successfully twelve months Basic Training Course for Multipurpose Health Workers (Male) conducted by the Regional Health and Family Welfare Training Centers of Governments and the Public Health Institute, Nagpur or any other course declared by the Government to be equivalent thereto, within three attempts unless he has completed the same.
‘ (2) Appointment to the post of Health Worker (Male) shall be made by promotion and nomination, in the ratio of 25:75, respectively.
के (3) A person appointed to the post Health Worker (Male) shall require to pass (016 Departmental Examination, wherever applicable, according to the rules made in that behalf, unless he has already passed or has been exempted from passing the examination.
(4) (7) A person to be appointed to the post of Health Worker (Male) by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations before getting promoted to the said post.
(2) A person appointed to the post of Health Worker (Male) by nomination shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, within the prescribed time limit after appointment, unless he has already passed or has been exempted from passing those examinations. He shall not be eligible for annual increment or promotion to the next promotional post until he passes those examinations.
(8) (1) A person appointed ६० the post of Health Worker (Male) by promotion shall possess ‘ a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he has been exempted therefrom before getting promoted to the said post.
(2) A person appointed to the post of Health Worker (Male) by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he has been exempted from possessing such Certificate of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possess the same.
(6) (1) A person recommended for appointment to the post of Health Worker (Male) by nomination \all submit a declaration of Small Family 88 per the provisions of the Maharashtra Civil Services mall Family Declaration) Rules, 2005 or any other rules, orders or instruments issued in this behalf the Government, from time to time.
(2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it 18 proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in Government service.
(7) The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant.”.
