No. sevapra-2013/C.R.106/ASTHA-9 :- ॥ exercise of the powers conferred by clause (xxxix) of sub-section (2) of section 274 of the Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961 (Mah.V of 1962) and of all other powers enabling in that behalf, the Government of Maharashtra hereby makes the following rules further to amend the Maharashtra Zilla Parishads District Services (Recruitment) Rules, 1967, the same having been previously published as required by sub-section (3) of section 274 of the said Act, namely:-
1. These वड may be called the Maharashtra Zilla Parishads District Services (Recruitment) (Second Amendment) Rules, 2014.
2 In APPENDIX IV appended to the Maharashtra Zilla Parishads District Services (Recruitment) Rules, 1967 -
(1) in(Partl), (B) in entry at serial number 2, relating to the Service and Cadre of the District Technical Service (Class ॥) (Educational ) Grade- I, -
(1) in column (3), under the heading "००४", for the existing brackets, letters and words.- “(7) Extension Officer (Education).
(i) Assistant Education Officer.

(7) Senior Assistant Deputy Educational inspector.”, the following words shall be substituted, namely:- " Extension Officer (Education)."
(/) ॥ column (4), under the heading " Qualifications for and methods of appointment ", for the existing qualifications and methods of appointment, the following shall be substituted, namely :- "1. Appointment shall be made either by, -
(a) nomination from amongst candidates who,- () unless already in the service of the Zilla Parishad are not more than 36 years of age; and
(i) possess B.A. or B.Com. or B.Sc. degree of any recognised University with minimum fifty per cent marks;
and
(ifi) possess B.Ed. or an equivalent degree of a recognised university with minimum fifty per cent. marks; and
(iv) possess at least 3 years teaching or administrative experience on the Government approved ७०४, in recognized institution, either in Primary School or Secondary School or Higher Secondary School or D.Ed.
College; or
(b) selection of a suitable candidate on the basis. of merit list prepared on the basis of Limited Departmental Competitive Examination from amongst the candidates who,-
(i) are from the cadre of Primary Teachers or Secondary Teachers or Kendra Pramukh ठा Head Master(Primary) ; and Scanned with CamScanner 7B
(7) possessing the educational and professional qualification mentioned in sub-clauses (10, (i) and (iv) of clause (a) of this rule; and
(i) possess not less than 3 years continuous service on the post of teacher either in Zilla Parishad or Municipal Council or Municipality;
or (०) promotion of a suitable candidate 00 the basis of common seniority of Zilla Parishad, Municipal Council भात Municipality teachers subject to fitness from almongst the candidates,- () who possess the educational and professional qualification mentioned in sub- clauses (1), (1) and (iv) of clause (a) of this rule;
and
(ii) 0०55855 at least three years continuous service either in Zilla Parishad or Municipal Council or Municipality.
2. Appointments by nomination and selection shall be made as per the recommendations of the District Selection Committee.
3. Appointments by nomination, selection and promotion shall be made in the ratio of 50:25:25, respectively." ;
(2.) in(Partll),
(1) after entry at serial number 7A, the following entry shall be inserted, namely :- District Kendra Pramukh 1. Appointment shall be made either by,- Service (ब) nomination from amongst (Class-IiT) candidates who,- (Secondary (/) unless already in the service of Zilla Educational) Parishad, are not more than 36 Head Master years of age; and of Primary School.

(i) possesses the Bachelors Degree of any recognized University in related subject with not less क्षी 50% marks; and possesses B.Ed. or equivalent degree of recognised university ; and
(i) possesses not less than three years Teaching or Administrative experience on Government approved post, which is sanctioned by the Competent Authority, in recognized institutions either in primary school or in secondary school or higher secondary school or D.Ed. college or any other college;
(b) selection of 8 suitable candidate on the basis of merit list prepared on the basis of subject wise Limited Departmental competitive Examination from amongst candidates who, - र . 0055685565 (16 educational and professional qualification mentioned in, sub-clauses(ii) and (॥) of clause
(a) of this rule; and () completed not less than three years continuous service in Zilla Parishad on the post of Trained Graduate Teacher (primary);
(c) promation of a suitable candidate on the basis of seniority and who has completed not less B Scanned with CamScanner than three years continuous service on post of Trained GraduateTeacher (Primary) in Zilla Parishad.
2. Appointment by nomination and selection shall be made as per the recommendation of the District Selection committee.
3. Appointment by nomination, selection and pramotion shall be made in the ratio of 40:30:30.
(4) () The total sanctioned posts shall 06 equally divided in the subjects of Mathematics and Science, Languages and ‘Social Science (History and Geography);
(i) the ratio of recruitment ति subjects mentioned in sub-clause (i) of this clause, are as under, (/) Langlage- (/) English-50%;
(i) First Language Marathi, Urdu etc. 30%;
(fify Second Language Hindi- 20% (॥) Mathematics and Science- 100% (105008 Sciences (History and Geography)- 100%." .

Kulkarni ) Deputy Secretary to Government, Scanned with CamScanner अधिसूचना क्रमांक-सेवाप्र-२०१३/प्र.क्र.१०६/आस्था-९ ग्राम विकास व जलसंधारण विभाग बांधकाम भवन, २५ मर्झबान पथ, फोर्ट, मुंबई-४०० ०३२ दिनांक १० जून,२०१४ महाराष्ट्र जिल्हा परिषदा अभि पंचायत समित्या अधिनियम, 1961 ] क्रमांक-सेवाप्र-२०१३/प्र.क्र.१०६/आस्था-९ महाराष्ट्र जिल्हा परिषदा आणि पंचायत समित्या अधिनियम, १९६१ (सन १९६२ च्या महाराष्ट्र अधिनियम ५) याच्या कलम २७४,पोटकलम (२) खंड (एकोणचाळीस) याह्दारे प्रदान करण्यात आलेल्या आणि त्याबाबतीत महाराष्ट्र शासनाला समर्थ करणाऱ्या इतर सर्व अधिकारांचा वापर करुन महाराष्ट्र शासन याह्दारे महाराष्ट्र जिल्हा परिषदा जिल्हा सेवा (सेवाप्रवेश)नियम,१९६७ मध्ये आणखी सुधारणा करण्यासाठी ,उक्त कलम २७४,पोट-कलम (3) द्वारे आवशयक असल्याप्रमाणे यापूर्वी प्रसिध्द करण्यात आलेले पुढील नियम करीत आहे.
१. या नियमांना महाराष्ट्र जिल्हा परिषदा जिल्हा सेवा (सेवाप्रवेश) (सुधारणा) नियम, (दुसरी सुधारणा ) २०१४ असे संबोधण्यात येईल.
२. महाराष्ट्र जिल्हा परिषदा जिल्हा सेवा (सेवाप्रवेश) नियम, १९६७ यांना जोडलेल्या परिश्शिष्ट- चार मधील (9.) (भाग-एक) मध्ये,- (ब) जिल्हा तांत्रिक सेवा (वर्ग तीन) (वैक्षणिक) व्दितीय श्रेणी याच्याशी संबंधित अनुक्रमांक-२ च्या नोंदीमध्ये, (एक) “पद"या शिर्षाखाली स्तंभ (3 ) मध्ये खालील (एक) विस्तार अधिकारी (शिक्षण) (775 सहायक शिक्षण अधिकारी (शिक्षण) (तीने वरिष्ठ सहायक शिक्षण उपनिरीक्षक या मजकूराऐवजी “ विस्तार अधिकारी (शिक्षण) ” हा मजकूर दाखल करण्यात येईल.
( दोनच “ नेमणुकीकरिता अर्हता व नेमणूकीच्या पध्दती “ या ब्ीर्षाखालील स्तंभ (8 मध्ये विद्यमान अर्हता व नेमणूकीच्या पध्दती याऐवजी पुढील मजकूर दाखल करण्यात येईल.
(9 ( (एकल जे आधीपासून जिल्हा परिषदेच्या सेवेत नसून ज्यांचे वय ३६ वर्षापेक्षा अधिक नसेल; आणि Scanned with CamScanner Vfi (दोन ज्यांनी कोणत्याही मान्यताप्राप्त विद्यापीठाची बी.ए./बी.कॉम./बी.एस.सी. ही पदवी किमान ५०% गुणांसह उत्तीर्ण केली असेल, आणि (तीने ज्यांनी कोणत्याही मान्यताप्राप्त विद्यापीठाची बी.एड अथवा समकक्ष पदवी किमान Yo% गुणांसह उत्तीर्ण केली असेल, आणि (779 ज्यांना मान्यताप्राप्त प्राथमिक/माध्यमिक, उच्च माध्यमिक विद्यालय, अध्यापक विद्यालयातील शासनमान्य पदावरील सक्षम प्राधिकाऱ्याने वैयक्तिक मान्यता दिलेला किमान तीन वर्षाच्या अध्यापनाचा किंवा प्रशासनाचा अनुभव आहे, अशा उमेदवारांमधून नामनिर्देशनाने , किंवा (क (एक) प्राथमिक शिक्षक किंवा माध्यमिक शिक्षक किंवा केंद्रप्रमुख किंवा मुख्याध्यापक (प्राथमिक) या संवर्गातील उमेदवार असतील ; आणि (दोन जे या नियमातील खंड (अ मधील उप-खंड (वलन, (तीच आणि (वाच मध्ये नमूद केलेली क्षणिक आणि व्यावसायिक अर्हता धारण करीत असतील; आणि (तीनज्यांनी एकतर ,जिल्हा परिषद, नगरपरिषद, नगरपालिकेमध्ये शिक्षक पदावर किमान 3 वर्षापेक्षा : कमी नसेल इतकी अखंड सेवा पूर्ण केलेली असेल ;
अशा उमेदवारांमधून मर्यादित विभागीय स्पर्धा परीक्षेच्या आधारे तयार केलेल्या गुणवत्ता यादीमधून योग्य उमेदवारांच्या निवडीने ; किंवा (क) (एक) जे जिल्हा परिषद, नगरपरिषद, नगरपालिकांमधील शिक्षकांच्या एकत्रित सेवाज्येष्ठतेच्या आधारे पदोन्नतीस पात्र असतील; आणि (दोन जे या नियमातील खंड (अ मधील उप- खंड (दोन, (तीचे आणि (चार मध्ये नमूद केलेली शौक्षणिक आणि व्यावसायिक अर्हता धारण करीत असतील; आणि (कीन ज्यांनी एकतर जिल्हा परिषद, नगरपरिषद, नगरपालिकेमध्ये किमान तीन वर्ष इतकी अखंड सेवा पूर्ण केलेली असेल;
अशा उमेदवारांमधून योग्यतेच्या अधिन राहून जिल्हा परिषद, नगरपरिषद, नगरपालिका शिक्षकांच्या एकत्रित सेवाजेष्ठतेच्या आधारे योग्य उमेदवारांमधून पदोन्नतीने नेमणूक करण्यात येईल.
@ जिल्हा निवड समितीच्या शिफारशीनुसार नामनिर्देशनाने व निवडीद्वारे नेमणूका करण्यात येतील.
@ नामनिर्देशनाने, निवडीद्वारे आणि पदोन्नतीने करावयाच्या नेमणूकीचे प्रमाण अनुक्रमे ५०:२५:२५ असे राहिल.
२.(भाग-दोन) (आय) अनुक्रमांक-७-अ च्या नोंदीनंतर खालील नोंद समाविष्ट करण्यात येईल:- ७ब जिल्हासेवा केंद्र प्रमुख (१ (3 (77 जे आधीपासून जिल्हा परिषदेच्या सेवेत नसून ज्यांचे वय ३६ (वर्ग-तीन) वर्षापेक्षा अधिक नसेल; आणि (दुय्यम (दोनो ज्यांनी संबंधीत विषयामध्ये कोणत्याही मान्यताप्राप्त शैक्षणिक) विद्यापीठाची किमान ५०% गुणांसह पदवी धारण केली T प्राथमिक असेल, आणि मान्यताप्राप्त विद्यापीठाची बी.एड अथवा शाळेतील समकक्ष पदवी धारण केली असेल; आणि मुख्याध्यापक (तीने ज्यांनी मान्यताप्राप्त संस्थेच्या एकतर प्राथमिक किंवा 3 ¢ माध्यमिक विद्यालय किंवा उच्च माध्यमिक विद्यालय किंवा अध्यापक विद्यालय किंवा इतर कोणतेही महाविद्यालय Scanned with CamScanner ज्र सक्षम प्राधिका-याने मंजूरी दिलेल्या शासनमान्य पदावरील किमान ३ वर्षाचा अध्यापनाचा किंवा प्रशासनाचा अनुभव असेल, अशा उमेदवारांमधून नामनिर्देशनाने;
(ब) (एक) जे या नियमातील खंड (अ) मधील उप-खंड (दोन/ आणि (तीन) मध्ये नमूद केलेली शैक्षणिक व व्यावसायिक अर्हता धारण करीत असतील; आणि (दोन ज्यांनी जिल्हा परिषदेच्या प्रशिक्षित पदवीधर शिक्षक (प्राथमिक) या पदावर तीन वर्षापेक्षा कमी नाही इतकी अखंड सेवा पूर्ण केली असेल, अशा शिक्षकांमधून विषयनिहाय मर्यादीत विभागीय स्पर्धा परीक्षेव्दारे तयार केलेल्या गुणवत्ता यादीच्या आधारे पात्र उमेदवारांच्या निवडीने ;
(क) ज्यांनी जिल्हा परिषदेच्या प्रशिक्षित पदवीधर शिक्षक (प्राथमिक) या पदावर तीन वर्षापेक्षा कमी नाही इतकी अखंड सेवा पूर्ण केली असेल अशा उमेदवारांमधून सेवाजेष्ठतेच्या आधारे पात्र उमेदवारांच्या पदोन्नतीने नेमणूक करण्यात येईल.
R जिल्हा निवड समितीच्या शिफारशीनुसार नामनिर्देशनाने आणि निवडीद्वारे नेमणूका करण्यात येतील.
(३) नामनिर्देशन, निवड आणि पदोन्नती याव्दारे करावयाच्या नेमणूकीचे प्रमाण ४०:३०:३० असे राहिल.
(४) (एक) एकूण मंजूर पदांपैकी भाषा, गणित व विज्ञान ,सामाजिक शास्त्रे (इतिहास . भूगोल ) या विषयांसाठी पदांची विभागणी समप्रमाणात राहील.
(दोन) या खंडाच्या उपखंड (एक मध्ये नमूद केलेल्या विषयांसाठी भरतीचे प्रमाण खालील प्रमाणे राहील :- (9 भाषा- (एक) इंग्रजी - ५० टक्के (दोन) प्रथम भाषा - मराठी , उर्दू इ. - ३० टक्के (कीन) व्दितीय भाषा- हिंदी - २० टक्के (२ गणित व विज्ञान- १०० टक्के (3 सामाजिक शाखे -इतिहास व भूगोल -१०० टक्के महाराष्ट्राचे राज्यपाल यांच्या आदेशानुसार व नांवाने क्क 1ए. कुलकर्णी) झासनाचे उप सचिव Scanned with CamScanner
