182 OFFICE OF HARYANA STATE AGRICULTURAL MARKETING BOARD, PANCHKULA (T be substituted with same numb:r and date) NOTIFICATION No. ME-I-A-1V/2024/63143 Dated:17/09/2024 As per directions received from the Ministry of Consumer Affairs, Govt. of India vide letter No. 19(1)2019-FC-ACS part, file T dated 24.02.2020, the Mandi Labour Charges of the different market functionaries of Haryana of the following commodities were approved by ACS to Govt. of Haryana, Food, Civil Supplies & Consumer Affairs Department Chandigarh for the Kharif Season, 2024 w.e.f. 01.10.2024 : Accordingly, in exercise of the powers conferred by Section 44 of the Haryana Agricultural Produce Markets Act, 1961 and -‘all other powers enabling it in this behalf, the Haryana State Agricultural Marketing Board in supersession of all previous Notifications, confirms and notifies the fo!lowing amendments in the Bye- Laws of the Market Committees: AMENDMENTS The existing sub-clause (i) of Bye-Law No.28 (Category 'A' ‘B’ ‘B(1)’ ‘C’ ‘D’ ‘E” and ‘F’) of the Bye-Laws of the Market Committees shall be substituted by the following:- % For the services actually rendered by them in connection with sale, purchase, storage and processing of agricultural produce, different market functionaries, whether licensed or not, shall not demand or receive remuneration, in excess of the rates specified below: - Commodity No. 2 (Paddy only) Incidental Charges Rates per anit (Payable by seller) 50 Kg. (ii) & (viii) shall be borne by purchaser. The incidental charges as indicated as Sr. No. (ii) of the table for cleaning & dressing for 50kg and 35/37.5 kg bag respectively by manual/mechanical means shall be borne by Arthiya as per Sr. No. 3 (x) of para 6 of communication dated 24.02.2020 from Government of India. However, the Arthiya may sensitize the farmer to bring his produce tu the Mandi after proper cleaning. In case of private purchase, the incidental charges indicated at Sr. No. (i) & (ii) shall be borne by seller & incidental charges from Sr. No. (iii) to (ix) shall be borne by purchaser. The incidental charges as indicated as Sr. No. (ii) of the table for cleaning & dressing for 50kg and 35/37.5 kg bag respectively by manual/mechanical means shall be borne by Arthiya as per Sr. No. 3 (x) of para 6 of communication dated 24.02.2020 from Government of India. However, the Arthiya may sensitize the farmer to bring his produce to the Mandi after proper cleaning. In case of private purchase, the incidental charges indicated at Sr. No. (i) & (ii) shall be borne by seller & incidental charges from Sr. No. (iii) to (ix) shall be borne by purchaser. Note:- In case the agricultural produce is procured on MSP, the incidental charges as indicated in the table above from Sr. No.(i) to (x) excluding Sr. No. (i), (viii) & (x) shall be borne by purchaser. The incidental charges as indicted as Sr. No.(ii)of the table for cleaning & dressing for 50 and 35/37.5 Kg bag respectively by manunal/mechanical means shall be borne by Arthiya as per Sr. No.3(x) of para 6 of communication dated 24.02.2020 from Government of India. However the Arthiya ‘may sensitize the farmer to bring his produce to the Mandi after proper cleaning. In case of private purchase, the incidental charges indicated at Sr. No. (l) to (11) shall be borne by seller & incidental charges from Sr No. (m) to (x) shail be borne by putrchaser. (it)Commission s Rs.5.00 per hundred rupees. s Category ‘E’ Commodities: Dry & Green fodder and Babbar Grass Incidental charges payable by seller Rates Unloading for dry fodder only It has been observed that generally the function of unloading of green fodder is performed by the producer/ seller itself. In case of dry fodder, the unloading charges are borne by the purchasers: Rs.50.00 per cart Rs.100.00 peg; trolley Rs.200.00 per truck Market Charges payablewby the Buyer. These operations will be performed by Commission Agents/ Kacha Arthiya

(i) Weighing by weightridge Rs.20.00 per cart Rs.30.00 per trolley Rs.50.00 per truck (the charges are inclusive of empty vehicle as well)

(ii) Commission Rs.3.00 per hundred rupees Note:- (1) shall be dispatched only after weighment from the market committee computerized weighbridge or from the private computerized weigl;bridge as authorized by the concerned Secretary Market Committee. The rates of weaighment is fixed at Rs.15.00 to 30.00 per trolley. Rs. 25.00 to 50.00 per truck up ‘o 12 tonne and for additional weight in the truck, Rs.2.00 per tonne extra which shall be paid by the procuring agency.

(2) Marka should be visible in block letters containing name of purchasing agency, The agricutural produce purchased by the procuring agencies Arthiya with Shop No., commodity and crop year. 13~ For Category ‘B’ Only Commodities : Eucalyptus and Poplar Incidental charges payablé by Rates | seller N | () Commission B Rs.4.00 per hundred

Only (@) The charges of unloading is meant for payment to the labour engaged for the purpose of un-loading the vehicles. This charge is to be borne by the seller. If t! seller does it himself or through his own men, no charges shall be levied.

(b) 1If the seller and buyer agree that loaded vehicle should be un-loaded at the premises of the buyer, the seller would be entitled to transportation charges at the rates as may be mutually agreed between them. {c)If the weighment is done on the weighbridee installed by the Committee. the charges for weighing shall be as fixed in Bye-law 12.

(d) Wherever a weighbridge has been instalied by the Commmittee in the Principal Market Yard or Sub Market Yard. The vehicle shall be weighed on the weighbridge of the Market Committee. {¢) The charges of commission (or Arhat) shall be levied only where the produce is bought or sold through commission agent.
