Where any enactment by which a local authority is constituted contains any provisron repug11a,nt_to the provisions of this Act - or of any rule made hereunder, that provisions shall, to the extent of the repug nancy, be deemed to have-been repealed .by this Act.
18. Repeal and Savings :
